AGENDA ITEM:Consideration of approval of an ordinance to amend Chapter 111,
Waukee Municipal Code, by amending Section 111.5, Change Funds to
adding subsection F, Development Services [introduction; first, second,
third (final) readings]

SYNOPSIS INCLUDING PRO & CON: By the end of November, the Development Services
Department will relocate from City Hall to rented space at 204 W.
Hickman Rd. As a result, Development Services will need a cash box in
order to make change for customers obtaining permits from that
department. The proposed ordinance authorizes and establishes a
$150.00 change fund.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:

STAFF REVIEW AND COMMENT: City staff considers this ordinance to be a housekeeping
matter and recommends approval of the first reading of the ordinance in
title only and waiver of the second and third readings. The Code of Iowa
requires a vote of not less than three-fourths of all the members of the
council (or 4 out of 5, in Waukee’s case) in order to waive readings of an
ordinance.
RECOMMENDATION: Introduce the ordinance, approve the first reading in title only, waive
the second and third readings and place the ordinance on final passage.

ORDINANCE NO.
AN ORDINANCE TO AMEND CHAPTER 111, WAUKEE MUNICIPAL
CODE, BY AMENDING SECTION 111.5, CHANGE FUNDS TO ADDING
SUBSECTION F, DEVELOPMENT SERVICES DEPARTMENT
WHEREAS, the City of Waukee has established provisions related to change
funds for various City departments; AND;
WHEREAS, there is a need to establish such provisions for the Development
Services Department.
BE IT ORDAINED by the City Council of the City of Waukee:
Section 1. Chapter 111, Waukee Municipal Code, Section 111.5, Change Funds,
is hereby amended by adding subsection F as follows:
§111.5 Change Funds.
F.Development Services. The finance officer is authorized to draw a check
on the General Fund for establishing a change fund in the amount of one hundred fifty
dollars ($150) for the purpose of making change without commingling other funds to
meet the requirements of said office. Said change fund shall be in the custody of the
development services department, and the department director shall maintain the integrity
of the fund.
Section 2. Repealer. All ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
Section 3. Severability Clause. If any section, provision or part of this ordinance
shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity
of the ordinance as a whole or any section, provision, or part thereof not adjudged invalid or
unconstitutional.
Section 4. Effective Date. This ordinance shall be in effect upon its final passage,
approval and publication as provided by law.
Passed by the City Council of the City of Waukee, Iowa, this 4th day of November, 2019,
