2, I-80 West Industrial Park Plat 2 (855 Interstate Parkway)

SYNOPSIS INCLUDING PRO & CON: JM Commercial Holdings requests approval of a revised
site plan to allow for the construction of four single-story office/warehouse
buildings. The subject property is located north of Interstate Parkway and west
of Ute Avenue. The buildings are identical and each building is 12,000 square
feet in area. Each building has the potential of six tenant spaces.
The applicant has provided elevations for the proposed buildings on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the October 29, 2019 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Revised Site Plan for Lot 2, I-80 West Industrial Park Plat 2 (855 Interstate
Parkway)
City Planner, Melissa DeBoer, introduced the request for the approval of a revised site plan. The
applicant is JM Commercial Holdings. The property is located north of Interstate Parkway and west of
Ute Avenue, containing approximately 4.44 acres. The property is zoned M-1, Light Industrial
District.
The site recently received site plan approval from City Council on October 1 st, 2018. The current
request is to revise the approved site plan in order to split up the two buildings into four total
buildings. They are also proposing changes to the approved building elevations. The four buildings are
proposed to be identical. Each building is a single-story building, 12,000 square feet in area. Each
building includes a potential of six tenant spaces.
Two trash enclosures are still proposed on either ends of the site. No changes to the accesses are
proposed. There are two accesses off of Interstate Parkway. A total of 99 parking spaces are required
for this site, and 99 are proposed. A five-foot wide sidewalk will be installed along Interstate Parkway.
The site will be serviced with all public utilities. Stormwater is collected in area intakes and taken to
the detention pond located to the south of Interstate Parkway. A minimum of 15% of the site is
required to be open space, the total amount of open space proposed is 28%.

The revised building elevations show the buildings being constructed mainly of brick with some
architectural metal accents. The submitted photometric plan meets the lighting requirements of the
ordinance. Staff is recommending approval of the revised site plan subject to remaining staff
comments.
Erin Ollendike, Civil Design Advantage, 3405 SE Crossroads Dr #G, Grimes, explained that the
developer is already building the same buildings across the metro so it is more economical to revise
the approved plan.
Commissioner Hoifeldt moved to approve the revised site plan for Lot 2, I-80 West Industrial Park
Plat 2 subject to any remaining staff comments. The motion was seconded by Commissioner
Broderick. Ayes: Ward, Tietz, Broderick, Hoifeldt and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Revised Site Plan for Lot 2, I-80 West Industrial Park Plat 2, subject to remaining staff
comments on October 29, 2019; AND,
WHEREAS, the Revised Site Plan for Lot 2, I-80 West Industrial Park Plat 2 is in general
conformance with §304 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Revised Site Plan for Lot 2, I-80 West Industrial Park Plat 2 is in general
conformance with §301.27(A) – Landscaping and Open Space Ordinance of the Waukee
Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 4th day of November, 2019 that the Revised Site Plan for Lot 2, I-80 West Industrial Park
Plat 2 is approved.

HISTORY
This site received site plan approval from City Council on October 1, 2018. Their request is to revise the
approved site plan in order to further break up the buildings, from two buildings to a total of four. They are
also requesting approval of revised building elevations, including different building materials than what was
originally approved.
PROJECT DESCRIPTION
The project involves the construction of four single-story, office/warehouse buildings. The buildings are to be
identical. Each building is proposed to be 12,000 square feet in area and include a potential of six tenant spaces
each.
Two trash enclosures are proposed on the site, one on the east end of the parking lot and one on the west
end of the parking lot. A potentional monument sign is shown to be located just north of Interstate Parkway
at the east driveway.
ACCESS AND PARKING
Two accesses are provided off Interstate Parkway.
A total of 99 parking spaces are required for this facility; this includes 3 spaces per 1,000 square feet of office
area, 1 space per 1,000 square feet of warehouse area, and 1 space per 2 warehouse employees. The total
amount of parking proposed is 99 spaces, including 4 accessible parking spaces. The proposed site plan meets
the parking requirements of the ordinance.
SIDEWALKS/TRAILS
A five foot wide sidewalk will be installed along Interstate Parkway with site plan improvements.
UTILITIES
This site will be serviced with all public utilities. Storm water will be collected in area intakes and taken to the
detention pond located to the south of Interstate Parkway.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 28%. The applicant has provided the required amount of plantings per the landscaping ordinance.

ELEVATIONS
The elevations of the buildings are proposed to be constructed of mostly brick, in two shades of gray – a light
gray and a dark gray. The elevations will also include architectural metal accents in a darker gray color. The
trash enclosures are to be constructed of brick and include steel gates.
The elevations facing interior to the site will include overhead doors.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
Staff recommends approval of the revised site plan for Lot 2, I-80 West Industrial Park Plat 2 subject to
remaining staff comments.
