SYNOPSIS INCLUDING PRO & CON: Painted Woods Development, LC, is requesting
approval of a final plat for an approximately 25.25-acre subdivision
located north of Interstate 80 and west of R-22/Ute Avenue. The
proposed final plat includes 62 lots for single-family residential
development. The developer has completed extensions of public streets
and utilities that will serve the plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on November 27, 2018 and recommended approval:
Approval of a Final Plat for Painted Woods West Plat 3
City Planner Andy Kass introduced the request for approval of a final plat for Painted Woods
West Plat 3 as submitted by the applicant Painted Woods Development, LC. The subject
property is generally located west of R-22/Ute avenue and north of Interstate 80, containing
approximately 25.25 acres.
Mr. Kass advised this is the third phase of the Painted woods development and identified a total
of 62 lots for single family residential development. All lots are zoned R-2 (One and Two Family
Residential). Public Improvements are underway including the extension of Public utilities to all
lots and the extension or creation of 5 public streets. A 10 foot wide trail will be extended along
the north side of Indian Ridge Drive and will be installed as each lot develops. Storm water will
be detained in the ponds to the east which were constructed in Plat 1 and are maintained by the
Homeowners Association. Parkland dedication is satisfied with the dedication of Out lot Z which
contains a total of 3.31 acres.
At this time Staff recommends approval of the final plat for Painted Woods West Plat 2 subject to
remaining staff comments, review of the legal documents, and completion of the public
improvements.
Commissioner Streit questioned if the park is intended to be connected to the parkland
dedication to the west. Mr. Kass advised that staff does see that as a goal for further
development of the area to be able to create a larger Neighborhood park. However, it
does depend on how the development to the west and south move forward.

Commissioner Tietz questioned what percentage of the previous two phases has been
built out. Mr. Kass advised that he was unsure an exact total but he would estimate
approximately 40 percent of the previously approved lots to contain a home. He advised
there is a 4th phase that is dependent upon City Sewer trunk extensions into the area.
Commissioner Streit moved to approve a Final Plat for Painted Woods West Plat 3 subject to
remaining staff comments, review of the legal documents, and completion of the public
improvements. Commissioner Ward seconded the motion. Ayes: Ward, Sandie, Streit, and Tietz.
Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Painted Woods Development, LC, has requested final plat approval of Painted Woods West
Plat 3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
November 27, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Painted Woods West Plat 3 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 18th
day of November, 2019, that the Final Plat for Painted Woods West Plat 3 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Street Lot J & Outlot Z);
2. Public Sanitary Sewer Easement;
3. Public Overland Flowage Easement;
4. Public Storm Sewer Easement;
5. Public Water Main Easement;
6. Public Utility Easement; and
7. Temporary Turnaround Easement.

HISTORY
This plat is the third phase of the Painted Woods West development. Over the course of two phases a total of 86 single
family lots have been platted. The preliminary plat identified a total of 179 single family residential lots. The remaining
portion of the development will be developed over the course of one to two more phases. The remaining portion of the
development is entirely single family development.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 62 lots for single family residential development. The lots are zoned R-2 (One & Two
Family Residential) and are subject to the bulk regulations included in Table 1 below. The lots range in size from 9,707
square feet to 21,796 square feet in area. The lots range in width from 65 feet wide to 86 feet wide. All lots meet the
minimum 110-feet depth requirement.

of Waukee to satisfy parkland dedication requirements.

STREETS AND TRAIL
As part of the public improvements the developer has installed extensions of Indian Ridge Drive, Fieldstone Drive, Scout
Trail, Bison Trail, and Chestnut Drive. Five-foot-wide sidewalks will be constructed as part of each lot development. A
ten-foot-wide trail will be required to be extended along the lots on the north side of Indian Ridge Drive. This trail will
be installed as each lot develops.
UTILITIES
Utilities have been extended throughout the plat. Each lot will be served by public water, sanitary sewer, and storm
sewer. Storm water detention is provided for in existing detention ponds that were constructed to the north and east
with the first two phases of the development. These ponds are owned and maintained by the homeowner’s association.
PARKLAND
Parkland dedication is being satisfied with the dedication of Outlot Z. Based on the total number of lots included on the
preliminary plat the required amount of parkland dedication is 3.22 –acres. Outlot Z is 3.31-acres in area. Programming
and development of the park will be completed by the City of Waukee and will begin once funding becomes available.
STAFF RECOMMENDATION
The final plat is in conformance with the Zoning Ordinance, Subdivision Ordinance, and Comprehensive Plan. All lots
meet or exceed the minimum bulk regulations. The required public improvements are currently under construction, and
the required parkland is being dedicated to the City by the developer. Staff recommends approval of the final plat for
Painted Woods West Plat 3 subject to remaining staff comments, review of the legal documents, and completion of
public improvements.
