HomeMy WebLinkAbout2019-12-02-J07 Waukee Towne Center Plat 1_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: December 2, 2019 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for Waukee Towne Center Plat 1 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary plat for an approximately 13.41-acre commercial development generally located south of Hickman Road and west of SE Alice’s Road. The plat identifies a total of seven (7) lots for commercial development. Improvements associated with the plat include an extension of SE Laurel Street and sanitary sewer, water main, and storm sewer extensions. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on November 26, 2019, and recommended approval: Approval of a Preliminary Plat for Waukee Towne Center Plat 1 Senior Planner, Andy Kass, introduced the request of approval of a preliminary plat and final plat for a commercial development as submitted by the applicant, Waukee Town Center, llc. the subject property is located south of Hickman Road, and west of SE Alice’s Road, just south of the current Waukee Marketplace development. The lot is currently zoned C-1 and C-1A, however staff anticipates a possible rezoning in the future in order to unify the zoning of the area. Mr. Kass advised that the plats identify a total of 7 lots ranging from 1.09 acres to 1.84 acres in size. As part of the development, SE Laurel Street will be extended from the Westgate neighborhood and will eventually connect to SE Alice’s Road at an already signaled intersection. All utilities are available to the site, with storm water detention in regional ponds on lots 3 and 4. These ponds will be owned and maintained by the owners association. Currently, there are no trails planned for this development. Five foot wide sidewalks will be constructed as each lot develops. At this time staff recommends approval subject to any staff comments. Commissioner Hoifeldt questioned if there is a connection to the car wash. Mr. Kass advised that was correct, a right in- right out between lots 4 and 5. Commissioner Streit questioned why SE Laurel curved instead of taking the usual 90 degree approach. A representative for the applicant, Ed Arp, advised that there were a few different lay J7 outs in order to create these lots. In the grand scheme the plan is to have a life style center south of this current development and the road wraps around that. The pond further to the south is more of a feature and for over detaining as the lot is so flat and the release rates are restricted. Courtney Clark, a resident at 1130 SE Bluegrass Circle, questioned if there would be other access points available to the Waukee Marketplace development off through the current project. Mr. Kass advised that staff has requested more connections between the two developments, however the owner to the north as not agreed at this time. the only reason the current access exists is because the Car Wash has a separate owner. Commissioner Streit questioned if there was a solution for the connections. Mr. Arp advised that it is an issue of the owner to the north not wanting to take on maintenance obligations that do not directly benefit that development. There is also a concern that having easements for the connections may restrict what tenants can build on the still available lots. Commissioner Koshy moved to approve the Preliminary Plat for Waukee Towne Center Plat 1 subject to any remaining staff comments. Commissioner Ward seconded the motion. Ayes: Ward, Tietz, Streit, Hoifeldt, Koshy, and Freund. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat meets the intent and the requirements of the Zoning Ordinance and that the applicant has successfully addressed all of the requirements within the Waukee Subdivision Ordinance with the submittal of this preliminary plat. The property is zoned a mix of C- 1/PD-1 and C-1A/PD-1. Staff anticipates a rezoning in the future to clean-up the overlapping zoning, but is comfortable moving forward at this time with the zoning of the plat as it is today. PROJECT DESCRIPTION LOTS The preliminary plat and final plat identify seven (7) lots to be platted at this time. The lots range in size from 1.09-acres to 1.84-acres. The lots are intended for commercial development. The extension of SE Laurel Street will continue to the November 22, 2019 3 of 3 southeast and connect to SE Alice’s Road. The access at SE Alice’s Road and SE Laurel Street is a signalized full access. The preliminary plat also shows a proposed right-in/right-out access along the joint lot line of Lots 4 and 5 this access will be privately owned and maintained. All other future streets in the development will be privately owned and maintained. No trails are planned within the development at this time. Five-foot sidewalks will be constructed as each lot develops. UTILITIES Sanitary sewer and water main through the development will be public utilities. The storm sewer outside of the public right-of-way will be privately owned and maintained. Storm water detention for the development will be provided within two regional storm water ponds shown on Lots 3 and 4. The storm water ponds will be the maintenance responsibility of the owners association of the development. STAFF RECOMMENDATION The proposed lots meet the minimum requirements of the Zoning Ordinance. The preliminary plat and final plat are in general conformance with the Subdivision Ordinance.
