SYNOPSIS INCLUDING PRO & CON: Jerry’s Homes, Inc., is requesting approval of a final
plat for an approximately 8.89-acre subdivision located south of SE
Tallgrass Lane and east of SE L.A. Grant Parkway. The proposed final
plat includes 21 lots for single-family residential development. The
developer has completed extensions of public streets and utilities that
will serve the plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on July 23, 2019 and recommended approval:
Approval of a Final Plat for Kettlestone Ridge Plat 4
Senior Planner, Andy Kass, introduced the request for approval of a final plat for a single family
residential subdivision as submitted by the applicant, Jerry’s Home, Inc. The subject property is
generally located east of SE LA Grant Parkway and south of SE Tallgrass Lane, containing
approximately 8.89 acres.
Mr. Kass explained that the final plat was originally platted under the name of Bluestem Plat 2,
but that the property has since been sold to Jerry’s Homes. Jerry’s Homes is also the developer of
the Kettlestone Ridge development to the east and they have decided to incorporate this plat into
the overall Kettelstone Ridge neighborhood. This is the fourth phase of the Kettlestone Ridge
development that began in 2015.
Mr. Kass stated that the final plat identifies a total of 21 lots. All lots are planned for single
family residential and meet the minimum requirements of the R-2 zoning district. The plat
includes extensions of SE Esker Ridge Drive and SE Bluestem Drive. Sidewalks will be installed
with each lot as they are developed. All utilities have been extended throughout the plat. Storm
water detention is provided within Outlot Z, in which the homeowner’s association will own and
maintain. Parkland dedication was satisfied with previous phases of development.
Staff recommended approval of the final plat subject to any remaining staff comments, review of
the legal documents and completion of public improvements.
Commissioner Tietz moved to approve the final plat for Kettlestone Ridge Plat 4 subject to any
remaining staff comments, review of the legal documents and completion of public

improvements. The motion was seconded by Commissioner Ward. Ayes: Ward, Tietz, Streit,
Hoifeldt, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Jerry’s Homes, Inc., has requested final plat approval of Kettlestone Ridge Plat 4 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
July 23, 2019, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Ridge Plat 4 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 2nd
day of December, 2019, that the Final Plat for Kettlestone Ridge Plat 4 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Lot A);
2. Public Utility Easement;
3. Sanitary Sewer Easement;
4. Snow Storage Easement;
5. Public Facilities and Use Easement;
6. Landscape Buffer Easement;
7. Overland Flowage Easement;
8. Storm Sewer Easement;
9. Sanitary Sewer and Storm Sewer Easement;
10. Sanitary Sewer and Ingress/Egress Easement; and
11. Temporary Turnaround Easement.

HISTORY
The subject property was preliminary platted under the name of Bluestem Plat 2, however, the property since then has
been sold to and purchased by Jerry’s Homes who is the developer of the Kettlestone Ridge development to the east.
Jerry’s Homes has chosen to incorporate this development into the Kettlestone Ridge neighborhood. This is the fourth
phase of the Kettlestone Ridge development that began in 2015. A total of 43 lots in the previous three phases of the
development have ben platted.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 21 lots. All planned lots are intended for single family residential development and meet
the minimum requirements of the R-2 zoning district. The lots range in size from 8,040 square feet to 17,541 square
feet. All lots meet the minimum lot width of 65-feet. Table 1 lists the minimum requirements for the R-2 zoning district.
Outlot Z will be owned and maintained for the homeowners association and is intended for storm water detention.
