FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Jerry’s Homes, Inc., is requesting approval of a final
plat for an approximately 7.96-acre subdivision located south of SE
Tallgrass Lane and east of SE L.A. Grant Parkway. The proposed final
plat includes 17 lots for single-family residential development. The
developer has completed extensions of public streets and utilities that
will serve the plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on July 23, 2019 and recommended approval:

Senior Planner, Andy Kass, introduced the request for approval of a final plat for a single family
residential subdivision as submitted by the applicant, Jerry’s Home, Inc. The subject property is
generally located east of SE LA Grant Parkway and south of SE Tallgrass Lane, containing
approximately 7.96 acres.
Mr. Kass explained that this is the fifth phase of the Kettlestone Ridge development that began in
2015. Mr. Kass stated that the final plat identifies a total of 17 lots. All lots are planned for single
family residential and meet the minimum requirements of the R-2 zoning district. The plat
includes extensions of SE Esker Ridge Drive and SE Piedmont Circle. Sidewalks will be installed
with each lot as they are developed. All utilities have been extended throughout the plat. Storm
water detention is provided within Outlots Y and Z, in which the homeowner’s association will
own and maintain. Parkland dedication was satisfied with previous phases of development.
Staff recommended approval of the final plat subject to any remaining staff comments, review of
the legal documents and completion of public improvements.
Commissioner Tietz asked if there were street trees along SE Esker Ridge Drive. Mr.
Kass explained that the Kettlestone development guidelines require street trees along the
major streets. He explained that they will be installed by the homebuilders at time of
individual lot development. Mr. Kass stated that we may look into having the developer
plant street trees in the future. Mr. Kass explained that we do not require certain species
of trees get planted, but that the Kettlestone design guidelines do list out specific ones
that are not allowed.

Commissioner Streit moved to approve the final plat for Kettlestone Ridge Plat 5 subject to any
remaining staff comments, review of the legal documents and completion of public
improvements. The motion was seconded by Commissioner Tietz. Ayes: Ward, Tietz, Streit,
Hoifeldt, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Jerry’s Homes, Inc., has requested final plat approval of Kettlestone Ridge Plat 5 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
July 23, 2019, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Ridge Plat 5 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 2nd
day of December, 2019, that the Final Plat for Kettlestone Ridge Plat 5 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Street Lots A and B);
2. Public Utility Easement;
3. Overland Flowage Easement;
4. Storm Sewer Easement;
5. Sanitary Sewer Easement; and
6. Snow Storage Easement

HISTORY
This is the fifth phase of the Kettlestone Ridge development that began in 2015. The developer, Jerry’s Homes, Inc., has
platted a total of 43 lots in the previous three phases of the development.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 17 lots. All planned lots are intended for single family residential development and meet
the minimum requirements of the R-2 zoning district. The lots range in size from 9,350 square feet to 17,749 square
feet. All lots meet the minimum required 65-feet lot width. Table 1 lists the minimum requirements for the R-2 zoning
district. Outlots Y and Z will be owned and maintained by the homeowners association and are intended for storm
water detention.
