AGENDA ITEM: Consideration of approval of a resolution approving a final plat for The Shops
at Kettlestone North Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: ARAC, LLC, request approval of a final plat for 4.50
acres of property located east of Grad Prairie Parkway and south of SE Esker
Ridge Drive. The plat consists of two (2) lots intended for commercial/retail
development. Lot 1 is 2.06 acres is area and Lot 2 is 2.44 acres in area.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on December 28, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for The Shops at Kettlestone North Plat 3
City Planner, Melissa DeBoer, introduced the request for approval of a final plat for commercial
development made by the applicant ARAC, LLC. The subject property is located south of SE Esker
Ridge Drive and east of Grand Prairie Parkway, containing approximately 4.50 acres. Ms. DeBoer
explained that the final plat includes two lots, Lot 1 contains 2.06 acres and Lot 2 contains 2.44 acres.
The plat will include a private street along the east side of the plat that can be accessed off of SE Esker
Ridge Drive. A ten foot wide trail exists along Grand Prairie Parkway along the west side of the
subject property. A five foot wide sidewalk will be constructed along the south side of SE Esker Ridge
Drive with the development of Lot 1. All public utilities will be provided to this plat. Storm water for
these lots will be detained within a regional detention basin located on Lot 2.
At this time staff recommends approval of the final plat for The Shops at Kettlestone North Plat 3
subject to remaining staff comments, completion of public improvements, and review of any legal
documents.
• Commissioner Stonebrook questioned if SE Esker Ridge Drive currently exists. Senior
Planner, Andy Kass, stated that it exists currently and was a City project.
Commissioner Schmidt moved to approve the Final Plat for The Shops at Kettlestone North Plat 3.
The motion was seconded by Commissioner Broderick. Ayes: Stonebrook, Fontenot, Streit, Broderick,
Hoifeldt, and Schmidt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few
remaining comments. Staff recommends approval subject to remaining staff
comments.

APPROVING THE FINAL PLAT FOR THE SHOPS AT KETTLESTONE NORTH PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, ARAC, LLC, has requested final approval of The Shops at Kettlestone North Plat 3 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on December 28, 2017, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Shops at Kettlestone North Plat 3 and the documents relating
thereto will comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
2nd day of January, 2018, that the Final Plat for The Shops at Kettlestone North Plat 3 be and the same
is hereby accepted and approved by the City Council of the City of Waukee subject to remaining staff
comments.
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to file the final
plat of The Shops at Kettlestone North Plat 3, as well as any other documents related thereto, with the
Dallas County Recorder.

BACKGROUND:
The subject property is located within the Kettlestone Corridor and includes approximately 4.50 acres
between two lots located on the east side of Grand Prairie Parkway, just south of SE Esker Ridge Drive.
PROJECT DESCRIPTION:
Lots:
The final plat includes 2 lots for commercial development. Lot 1 is on the north and contains a total of 2.06
acres. Lot 2 is on the south and contains a total of 2.44 acres.

Streets:
This plat will be accessed from the north off of SE Esker Ridge Drive. A private street is included on the east
side of this plat that provides shared access throughout this development, and will continue to the south.
A five foot wide sidewalk will be constructed along the south side of SE Esker Ridge Drive with the
development of Lot 1. A ten foot wide trail exists along the west side of these lots along Grand Prairie
Parkway. Private sidewalks will be constructed to allow pedestrian access throughout this plat wi th individual
lot development.
Easements:
Several easements are proposed within the plat based upon the location of proposed utilities. In addition, to
easements for utilities the final plat identifies proposed ingress/egress easements to provide access to the
proposed lots.
Utilities:
Sanitary sewer will be provided from the main along Grand Prairie Parkway. Water will be provided from the
water main along the east of these lots. Storm water will be detained within a regional detention basin located
within Lot 2. The size of this detention basin and easement will be determined with the planning of Lot 2 at a
future date.

STAFF RECOMMENDATION
At this time Staff feels comfortable with the proposal and would recommend approval of the Final Plat for The
Shops at Kettlestone North Plat 3 subject to remaining staff comments, completion of public improvements,
and review of the legal documents by the City Attorney.
