AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for I-80
West Industrial Park Plats 2 & 3.
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: 117 Land Company, LLC, request approval of a
preliminary plat for 66.36 acres of property located south of Interstate 80 and
west of R-22/Ute Avenue. The plat consists of nine (9) lots intended for light
industrial/business park development. Lots 1 through 5 will be completed with
Plat 2 and Lots 6 through 9 will be completed with Plat 3. The lots range in
size from 4.12 acres to 14.91 acres. As part of the public improvements
extensions of Interstate Parkway will be completed as well as sanitary sewer
and water main extensions.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on January 9, 2018, and recommended approval subject to remaining
staff comments.
Approval of a Preliminary Plat for I-80 West Industrial Park Plat 2 and 3
Senior Planner Andy Kass introduced the request for approval of a preliminary plat made by the
applicant, 117 Land Company, LLC, for a light industrial business park. The property is generally
located south of I-80 and west of R-22/ Ute Ave containing approximately 66.36 acres. The
preliminary plat indicates 9 buildable lots, 1-5 in plat 2 and 6-9 as plat 3, an out lot Y for storm water
detention and out lot Z dedicated for the future lift station. The plat indicates one street, a western
expansion of Industrial Parkway. The alignment of this street has been adjusted to provide a gentle
curve to the south instead of the hard almost 90 degree angle that was provided in previous
discussions. Utilities are currently being extended to the plat, and there is no parkland dedication
requirement for industrial zoned projects.
At this time staff if comfortable with the proposal and would recommend approval of the Preliminary
Plat for I-80 West Industrial Park Plat 2 and 3 subject to remaining staff comments.
Commissioner Hoifeldt t questioned if staff was confident that the detention on the west end would not
affect adjacent property homeowners. Mr. Kass advised that the pond is on the eastern side of the out
lot and there is a 20-30 foot grade change between the pond and the closest adjacent property.
Commissioner Tietz questioned if lot 4 was developable, there was a lot of grading and a creek to
think about. Mr. Kass advised that lot 4 is the largest lot and does have developable space.

Commissioner Schmidt moved to approve the Preliminary Plat for I-80 West Industrial Park Plats 2
and 3 subject to remaining staff comments. The motion was seconded by commissioner Stonebrook.
Ayes: Stonebrook, Hoifeldt, Tietz, and Schmidt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: All staff comments have been addressed. Staff recommends
approval.
RECOMMENDATION: Approve the resolution.

APPROVING THE I-80 WEST INDUSTRIAL PARK PLATS 2 & 3 PRELIMINARY
PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a revised Preliminary Plat for I-80 West Industrial Park Plats 2 & 3 on January 9,
2018, subject to remaining staff comments; AND,
WHEREAS, the revised Preliminary Plat for I-80 West Industrial Park Plats 2 & 3 is in general
conformance with section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 15th day of January, 2018, that the Preliminary Plat for I-80 West Industrial Park Plats 2
& 3 be approved.

BACKGROUND:
The subject property lies south of Interstate 80 and west of R-22/Ute Avenue, and is 66.36 acres in area. The
Commission recommended approval of the rezoning of this property from A-1 to M-1 at the meeting on November 14,
2017. The City Council approved the rezoning on December 18, 2017. The improvements for the first phase of I-80
West Industrial Park Plat 1 were completed in fall of 2017, with the exception of the lift station, which is a City project.

PROJECT DESCRIPTION:
LOTS
The preliminary plat identifies a total of 9 buildable lots for light industrial development. The plat indicates Lots 1 – 5 will
be included as part of Plat 2 and Lots 6 – 9 will be included as part of Plat 3. Outlot Y is intended for storm water
detention. Outlot Z will be dedicated to the City of Waukee as the site for the sanitary sewer lift station. The Lots
range in size from 4.12 acres to 14.91 acres. Outlot Y is 5.75 acres in area.
STREETS AND TRAIL
The preliminary plat identifies an extension of Interstate Parkway to the west. A temporary turnaround will be installed
with each phase. Interstate Parkway is considered a minor collector street. The preliminary plat identifies a 70 foot
right-of-way and a 31 foot wide street with 8-inch thick pavement. The alignment of the street has changed slightly from
what was shown during the rezoning process. The curve to the south was originally shown as a sharper curve. The
applicant has increased the radius for the curve so that it is not such a sharp curve.
No trails are proposed to be constructed as part of the plat improvements. Five foot sidewalks will be constructed on
both sides of the street as the individual lots develop.

UTILITIES
Utilities will be extended to service the proposed plat as part of the plat improvements. Sanitary sewer service will be
provided from the lift station that the City is in the process of constructing as part of the improvements with Plat 1. A
12-inch water main will be extended along Interstate Parkway to provide water services to the individual lots. Storm
water detention will be provided in to two regional ponds located within Outlot Y and Lots 4 and 5. An association will
be created to provide a mechanism for ownership and maintenance of the detention areas.
PARKLAND:
Parkland dedication is not required for industrial or commercial developments.
STAFF RECOMMENDATION
At this time staff feels comfortable with the proposal and would recommend approval of the Preliminary Plat for I-80
West Industrial Park Plat 2 and 3 subject to remaining staff comments.
