AGENDA ITEM: Consideration of approval of a resolution approving a site plan for 700
Interstate Parkway (700 Interstate Parkway)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: 117 Land Company, LLC, requests approval of a site plan
to allow for the construction of four (4) industrial flex space buildings. The
proposed buildings range in size from 5,000 square feet to 6,000 square feet.
All buildings will be single story, ranging in heights from 26 feet to 28 feet in
height. One (1) trash enclosure is proposed for the site. Building #3 will have
a loading dock on the west side of the building.
All utilities have been extended to the site with the public improvements for I-
80 West Industrial Park Plat 1. Access to the property will be provided off of
Interstate Parkway. The applicant has provided 43 parking spaces to provide
flexibility of uses for the buildings.
The applicant has provided elevations for proposed building on the site which
meets the intent of the architectural guidelines within the Site Development
and Building Standards Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the January 23, 2018 Commission Meeting and
recommended approval subject to remaining staff comments:

City Planner Melissa DeBoer, introduced the request made by the applicant 117 Land Company, LLC.
for site plan approval in order to construct an industrial flex space facility. The subject property is
generally located west of Ute Avenue and south of Interstate Parkway containing approximately 2.48
acres.
The project would involve the construction of four buildings proposed to be single story and ranging
between 5,000 to 6,000 square feet in size. The trash enclosure is proposed central to the site. two
driveways are proposed to provide access to the site off of Interstate Parkway and a five foot side walk
with be installed along the south side of Interstate Parkway. all utilities have been extended to the site
and storm water detention will be accommodated through detention ponds located throughout the site.
The ordinances for parking, landscaping and open space have all been meet with the proposed site
plan.

At this time staff is comfortable with the proposed site plan and recommend approval subject to staff
comments and compliance with the lighting ordinances.
• Commissioner Streit questioned what the green finger in front of the south building was. Mrs.
DeBoer advised that indicated a loading dock separate from the parking.
• Commissioner Broderick questioned if the trash location had been reviewed by any trash
companies to for see any future issues. Erin Ollendike, a representative of the applicant,
advised that the plans had not been looked over by a trash hauler.
Commissioner Fontenot moved to approve the Site Plan for 700 Interstate Parkway subject to
remaining staff comments and compliance with lighting ordinances. The motion was seconded by
Commissioner Tietz. Ayes: Stonebrook, Fontenot, Streit, Broderick, Hoifeldt, Tietz, and Schmidt.
Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few
comments. Staff recommends approval subject to remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR 700 INTERSTATE PARKWAY (700 INTERSTATE
PARKWAY)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for 700 Interstate Parkway, subject to remaining staff comments on January 23,
2018; AND,
WHEREAS, the Site Plan for 700 Interstate Parkway is in general conformance with §304 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for 700 Interstate Parkway is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of February, 2018 that the Site Plan for 700 Interstate Parkway is approved subject to
remaining staff comments.

GENERAL INFORMATION:

BACKGROUND:
The subject property is located west of Ute Avenue and south of Interstate Parkway, containing approximately
2.48 acres. The applicant is requesting approval of a site plan in order to construct an industrial flex space
facility on this site.

PROJECT DESCRIPTION:
The project involves the construction of four industrial flex space buildings. All buildings are proposed to be
single story. Building 1 is 5,000 square feet and Buildings 2-4 are 6,000 square feet each. There is a trash
enclosure proposed central to the site.
ACCESS AND PARKING:
Two driveways are proposed to provide access to the site off of Interstate Parkway. A five foot wide sidewalk
will be installed along the south side of Interstate Parkway for the extent of the lot. A sidewalk connection
into the site is being provided from the public sidewalk. A total of 43 parking spaces are identified on the site
plan which meets the requirements of the Parking Ordinance.
UTILITIES:
All utilities have been extended to the site with the infrastructure improvements associated with I-80 West
Industrial Park Plat 1. Storm water detention will be accommodated through detention ponds located
throughout the site, including one just to the east of this site. Storm water from this site ultimately drains into
Johnson Creek, located to the south.
LANDSCAPING & OPEN SPACE:
The site plan identifies landscaped areas along the east, north, and south property lines. A 25’ landscape buffer
is proposed along the south property line. A minimum of 15% open space is required and the plan set
identifies approximately 50% open space.

ELEVATIONS:
The elevations of the four buildings are proposed to be constructed primarily of Hardiplank siding, stone, and
steel siding. The elevations that face the public street will be composed of the Hardiplank and stone. The
elevations interior to the site, or facing the rear property line, will be composed of the steel siding. All roofs
are proposed to be steel.
The elevation of the trash enclosure is proposed to be constructed of stone, with a metal slat gate that faces
to the interior of the site.
LIGHTING PLAN
The applicant has submitted a lighting plan. Staff is currently working with the applicant to make minor changes
to the lighting plan in order to meet the requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
At this time staff is comfortable with the proposed site plan and would recommend approval of the site plan
subject to remaining staff comments.
