FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Spring Crest Partners, LLC, request approval of a final
plat for 14.62 acres of property located south of Hickman Road and west of
Cedar Street and Spruce Street. The final plat includes a total of 32 lots for
single family residential development. The applicant has extended utilities
throughout the development and constructed extensions of Cedar Street,
Spruce Street, and 10th Street.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on November 28, 2017, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Spring Crest Plat 2
Senior Planner, Andy Kass, introduced the request for approval of a final plat for future single family
development made by the applicant Spring Crest Partners, LLC. The subject property is located south
of Hickman Road and west of Cedar & Spruce Street, containing approximately 14.62 acres. Mr. Kass
explained that this is the second phase of the Spring Crest development and includes 32 single family
lots ranging from 8,500 square feet to 13,200 square feet in size. Public improvements for the plat
would include a short extension of the new 10th street alignment, and extensions of Cedar Street and
Spruce Street. All public utilities will be extended to the lots and out lot z has been dedicated to storm
water detention and management and will be owned and maintained by a Home Owner’s Association.
A 10 foot wide trail will be constructed along the west side of 10th Street.
At this time staff recommends approval subject to remaining staff comments and review of any legal
documents.
• Commissioner Hoifeldt questioned who would maintain the realigned 10th street as it is being
constructed by the developers. Mr. Kass advised that 10th street would be a public street as part
of a dedicated right of way, no different than NE Douglas Parkway, and would be maintained
by the City.
Commissioner Streit moved to approve a Final Plat for Spring Crest Plat 2. The motion was seconded
by Commissioner Tietz. Ayes: Fontenot, Streit, Broderick, Hoifeldt, and Tietz. Nays: None. Motion
Carries.

APPROVING THE FINAL PLAT FOR SPRING CREST PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Spring Crest Partners, LLC, has requested final approval of Spring Crest Plat 2 (the
“Plat”); AND
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 28, 2017, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Spring Crest Plat 2 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of February, 2018, that the Final Plat for Spring Crest Plat 2 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed;
2. Sanitary Sewer Easement;
3. Surface Water Flowage Easement;
4. Public Utility Easement;
5. Overland Flowage & Storm Sewer Easement;
6. Landscape Buffer Easement; and
7. Temporary Turnaround Easement

GENERAL INFORMATION:

BACKGROUND:
The subject property was annexed, rezoned, and preliminary platted within the last year. This is the second phase of the
Spring Crest development which is planned for an overall total of 208 single family lots and include approximately 21
acres for townhome development. A total of five phases of single family are planned for the development.

PROJECT DESCRIPTION:
LOTS
The final plat identifies a total of 32 lots for single family residential development. The single family lots range in size
from 8,592 square feet to 13,257 square feet. The typical lot width is between 65 and 81 feet.
STREETS AND TRAIL
Extensions of Cedar Street and Spruce Street have been constructed to provide access to the lots. Both streets are
considered local streets. An extension of 10th Street is also in the process of being constructed. 10th Street in the future
will be a four lane divided boulevard, however, in the initial construction only a 26 foot wide section will be constructed
which will serve as the west two lanes in the future. Widening of 10th Street will be constructed as part of a future
Capital Improvement Project (CIP) by the City as traffic demands warrant widening and funding availability.
A 10 foot wide trail will be constructed on the west side of 10th Street. Five foot sidewalks will be constructed in the
remaining portions of the plat as each lot develops.
UTILITIES
Utilities have been extended to service the proposed plat as part of the plat improvements. Sanitary sewer service is
provided via the Northwest Trunk Sewer recently constructed by the City. Water main has also been extended from
November 22, 2017

the existing water main to the east. Storm water detention will be provided in the southwest corner of the overall
development. The ponds will be owned and maintained by the homeowners association.
PARKLAND:
Parkland dedication will be satisfied with the dedication of a 5.15 acre parcel that is located in the southwest corner of
the overall development. The 5.15 acre parcel exceeds the required amount for this plat. This dedication will also serves
as the dedication for future phases of the development.
STAFF RECOMMENDATION
At this time staff feels comfortable with the proposal and would recommend approval of the Final Plat for Spring Crest
Plat 2 subject to remaining staff comments and review of the legal documents by the City Attorney.
