HomeMy WebLinkAbout2018-03-05-H01 Crescent Ridge Mini Storage_PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 5, 2018 AGENDA ITEM: On an ordinance to amend Chapter 301, Zoning Ordinance, City of Waukee, Iowa by rezoning and changing certain property therein from A-1 (Agricultural District) to M-1 (Light Industrial District), a parcel to be known as Crescent Ridge Mini Storage. FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: The applicant, M.I.I. – Crescent Ridge, LLC, requests approval for a rezoning of approximately 4.27 acres of property located south of Interstate 80 and west of R-22/Ute Avenue. The specific request is to rezone the property from A-1, Agricultural District to M-1, Light Industrial District in order to expand the existing self- storage operation on the property. As part of the pre-annexation agreement the City agreed to consider a rezoning of the property to M-1. The subject property was developed as a mini storage facility prior to being annexed into the City of Waukee. The existing site has nine buildings on it. The applicant proposed to construct an additional four buildings on the subject property for self-storage. The applicant has also purchased Lot 2 of I-80 West Industrial Park Plat 1 to the north with the intention of constructing additional mini storage buildings on it. Primary access to the subject property would be off of Interstate Parkway in lieu of the existing access off of R-22. The existing access drive will remain in place. Conceptual elevations for the project have been provided. More detailed elevations will be reviewed with the site plan. COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their February 27, 2018, meeting and recommended approval. Approval of a Rezoning related to a change from A-1 (Agricultural District) to M-1 (Light Industrial District) [Crescent Ridge Mini Storage] Waukee City Planner, Andy Kass, introduced the request for a rezoning made by the applicant MII, Crescent Ridge LLC. The subject property is located south of Interstate 80 and west of Ute Avenue containing approximately 4.27 acres. Mr. Kass explained that Crescent Ridge Mini Storage is an existing business that was developed under county regulations that had recently been entered into the City limits with the 2017 annexations. The intention is to continue use as mini storage, and eventually expand with the purchase of Lot 2 of the Interstate Business Park. H1 Mr. Kass explained that, at the time of the future expansion, the entrance to the current site would be moved to Interstate Parkway instead of Ute Avenue for Customer access. Mr. Kass advised that with the annexation there were provisions of rezoning that meant the petition for rezoning was not required to be brought forth to the commission, however notices were mailed and a sign was placed on the property. City Staff has not received any correspondence for or against the rezoning. At this time Staff is comfortable with the proposed rezoning.  Commissioner Broderick questioned if there would be outdoor storage. Mr. Kass advised that in the current location there is not outdoor storage, but some has been proposed on lot 2 in the event of future expansion with paved ground and additional screening.  Commissioner Streit questioned who owned the property to the west. The audience advised that Mid-Iowa Electric owns one of the lots, and Mr. Kass advised that the other lot was rental residential at the moment.  Commissioner Tietz questioned if there was a plan for trash. Mr. Kass advised that there are dumpsters on the north of the site and existing buildings. Commissioner Fontenot made a motion to approve the rezoning related to a change from A-1 (Agricultural district) to M-1 (Light Industrial District) [Crescent Ridge Mini Storage]. Commissioner Streit Seconded the motion. Ayes: Ward, Fontenot, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Rezoning of the property will bring the existing use on the property into conformity with the Zoning Ordinance, and it will be incorporated into an existing industrial park to the north for continued operations. The 2008 Comprehensive Plan identifies this property as Business Campus which calls for business park development in a park- like setting. The Comprehensive Plan also states that the City should focus on the Alice’s Road corridor to develop business park areas prior to the area in question. The City has invested significant resources into the Kettlestone district and Staff considers the Kettlestone district as a more appropriate area for high quality business park development. The subject property was annexed into the City of Waukee in 2017. A mini storage business currently operates on the property and was developed when the property was under the zoning jurisdiction of Dallas County. The applicant has purchased the property with the intent to continue the existing use and expand the use to an adjoining lot to the north within I-80 West Industrial Park. The applicant has submitted a completed application requesting the rezoning. One of the provisions of the pre-annexation agreement for this property stipulated that the City would initiate a rezoning of the property from A-1 to M-1 in order to bring the existing use into conformance; therefore, no consents from adjoining property owners were required for this request. The City initiated the rezoning with the understanding that a rezoning of the property would be considered with no guarantee of an approval. Notification of the rezoning request to the property was sent on February 20, 2018. Notification signs of the proposed Planning and Zoning Date and City Council Public Hearing Date were installed on the property on February 13, 2018. To date staff has not received any correspondence either for or against the proposed rezoning. February 23, 2018 2 of 3 The 2008 Comprehensive Plan classifies the subject property as Business Campus. The Business Campus classification is only located south of Interstate 80 and calls for business park type development in a park-like setting with high quality users within the classification. The Plan also indicates that prior to developing a business park in this location the City should concentrate resources along the I-80 Futures Corridor which is the Kettlestone master planned area. ABOVE: Aerial of Concept Plan (outlined in BLUE). PROJECT DESCRIPTION & ANALYSIS: A concept plan has been prepared for the subject property and the lot adjoining to the north. On the property proposed to be rezoned there are nine (9) existing storage buildings of varying sizes. The concept plan identifies the construction of an additional four (4) buildings on the property ranging in size from 1,100 square feet to 5,760 square feet. All existing buildings on the property are single story buildings. The subject property would also be used in conjunction with the planned storage buildings on Lot 2 of I-80 West Industrial Park Plat 1. The concept plan identifies a total of five storage buildings on Lot 2. These buildings range in size from 1,250 square feet to 6,000 square feet. A 40 foot landscape buffer will be required along the east property line to provide screening from adjacent properties. When the overall development is completed, access to the subject property will be off of Interstate Parkway. The existing access drive off of R-22 would not be used for primary customer access to the storage units. Sanitary sewer and water are available in the area to serve the proposed development. Storm water detention will be required for all of the new improvements on the site. Staff would also note that the applicant is also the developer of the LockBox Storage project that is currently under construction in Waukee. STAFF RECOMMENDATION Rezoning the property will bring the exiting use into conformance with the Zoning Ordinance. In addition, the planned use will be incorporated into a developing business/industrial park that is currently under development. Staff recommends approval of the rezoning.
