Hickman Road) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Veridian Credit Union, requests approval of a site plan to allow for the construction of an approximately 6,000 square feet building for a new Veridian Credit Union location. Access to the site will be provided off of NE Venture Drive on the north side of the site. Access to Hickman Road will be provided via an access drive on the east side of the property. Utilities are available to the site. Water will be provided off of the north side of the site and sanitary sewer is on the south side of the site. Storm water detention is provided for in regional basins north of NE Horizon Drive. The applicant has provided elevations for proposed building on the site which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the February 27, 2018 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Veridian Credit Union (655 E. Hickman Rd) Waukee City Planner, Melissa DeBoer, introduced the request for site plan approval made by the applicant Veridian Credit Union. The subject property is located north of Hickman and west of the Hy- Vee and West Bank location and contains approximately 1.27 acres. Mrs. DeBoer advised that this is a new location from the 2016 approved site plan approval. Mrs. DeBoer advised that the north elevation would contain a canopy and ATM and a trash enclosure would be located to the northwest of the site. Main access for the development area will be off of Hickman Road with 2 accesses off of a private street, NE Venture drive, to access the Veridian Site. There will be 5 foot sidewalks and pedestrian accesses on the site and an 8 foot piece along the east of the site to connect to the trail on Hickman Road. The site will have public utility connections and storm water detention will be accommodated by the existing private detention basins located to the north of the site on property owned by the owner of the subject property. All parking, landscape, and open space requirements have been met. At this time staff is comfortable with the site plan and would recommend approval subject to remaining staff comments. J9 • Commissioner Tietz clarified that there is no access off of Hickman Road directly to the Veridian site. Mrs. DeBoer advised that was correct, there was a main access that would provide access to NE Venture Drive and other developments as well, but no access to the site will come off of Hickman directly. • Commissioner Fontenot questioned if this would be a lighted intersection. City Planner Andy Kass, advised that this intersection would be signaled due to the rearrangement of the accesses after the widening of Alice’s Road project was complete. • Commissioner Broderick questioned if the ordinance could direct site plans away from placing trees inside of parking islands. Mr. Kass advised that the ordinance actually requires landscaped parking islands with ornamental or deciduous over story trees. The requirement is something that probably wouldn’t go away, but that Staff would be willing to work with developers that had other ideas for parking islands. • Commissioner Tietz questioned where the pond was located for storm water detention. Mrs. DeBoer advised that it is near Horizon Drive, and the whole development, minus the University of Iowa Credit Union site, drain to this pond. • Commissioner Ward questioned what would happen to the Hy-Vee access after the widening of Alice’s Road. Mr. Kass advised that the access off Hickman will become a right in/ right out only access, eliminating the left hand turn off Hickman road, in favor of a lighted full access off of NE Alice’s Road. Commissioner Streit made a motion to approve the Site Plan for Veridian Credit Union (655 E. Hickman Rd). Commissioner Hoifeldt seconded the motion. Ayes: Ward, Fontenot, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All remaining comments are minor in nature and will be worked out prior to the Council meeting. Staff recommends approval. RECOMMENDATION: Approve the resolution. LAND USES AND ZONING: Location Existing Land Use Comprehensive Plan Current Zoning Property in Question Undeveloped Community Village C-1B North Springs at Waukee Apartment Complex Neighborhood Residential R-3 South Single Family Residential/ Waukee Market Place Development Neighborhood Residential/ Community Village R-2 / C-1/PD East Commercial Property within Prairie Crossing Plat 6 – Currently Under Construction Community Village C-1B West Vacant Community Village C-1B BACKGROUND: The subject property is located north of Hickman Road and west of Alice’s Road, just west of Hy-Vee within the Prairie Crossing Plat 6 development. The applicant is requesting approval of a site plan for a credit union. In 2016, Veridian Credit Union had received approval of a site plan to be located at the southwest corner of Hickman Road and Alice’s Road, within the Waukee Market Place development. That project never started and since that time, Veridian has explored other options and have decided on this new location within the Prairie Crossing Plat 6 development. February 23, 2018 2 of 3 ABOVE: Aerial of the site plan (outlined in RED) in relation to the surrounding properties. PROJECT DESCRIPTION: The project involves the construction of a one-story building that is proposed to be 5,965 square feet in area. Included in the square footage, on the north side of the building, is a canopy for a drive-thru area that will feature four drive-thru stalls. The trash enclosure is proposed to be located on the northwest side of the site. ACCESS AND PARKING: One access point off of Hickman Road serves the Prairie Crossing Plat 6 development. This access is just east of the subject property and will align with the access to the Waukee Market Place development, located on the south side of Hickman Road. Two accesses are provided to the site off of NE Venture Drive (the private drive located to the north of this site). The Parking Ordinance requires 3 parking spaces per 1,000 square feet of gross floor area for bank buildings. The proposed building requires 25 parking spaces and the site plan identifies a total of 49 parking spaces. SIDEWALKS/TRAILS: A five foot wide sidewalk will be constructed on the north side of the site along NE Venture Drive and a eight foot wide sidewalk will be installed along the east side of the site as part of the site improvements. Pedestrian connections are provided off of these proposed sidewalks which provide access into the site. Several sidewalks are planned internal to the site, primarily around the building from the parking areas. February 23, 2018 3 of 3 UTILITIES: All utilities will be provided to this site. The site plan identifies the water connection coming from the water main located to the north of the site. The sanitary connection will be provided from the existing 18-inch sanitary sewer that is located on the south side of the site, along Hickman Road. Storm water detention will be accommodated in the existing private detention basins located to the north of this site, on property also owned by the same owner as the subject property. The water in these basins eventually drain into the regional basin located just north of NE Horizon Drive and west of NE Alice’s Road. OPEN SPACE AND LANDSCAPING: A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 29.9%. Landscaping is being provided per the landscaping ordinance. ELEVATIONS: The elevations of the building are proposed to be constructed primarily of wood-look fiber cement panels, gray fiber cement panels, brick, stone and aluminum. The windows include a green aluminum sunshade and the main entrance includes a green aluminum canopy. STAFF RECOMMENDATION: At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to remaining staff comments.
