In addition to the courts, they will have a temporary food stand that will be opened when the volleyball courts are in use. The food stand will serve food prepared by Mixed located in West Des Moines as well as refreshments including beer sales. Staff’s initial questions with this proposal related specifically to providing adequate parking as well as hours of operations. The parking question related to past issues that have occurred at this location when they were hosting tournaments. The owners have indicated that their indoor facility is primarily used during the fall and winter months with little use during the summer months when the sand volleyball courts would be in session. Additionally the types of activities inside the building during summer months are focused on small group classes and team practices rather than large tournament events. The hours of operation for the sand volleyball courts will be from 3 pm to 9 pm Monday through Friday and from 8 am to 8 pm on Saturdays and Sundays and at most would include a total of 48 participants. There are no Council approval requirements for the sand volleyball courts themselves or the food stand. The food stand is considered temporary and is permitted administratively similar to other temporary uses such as the Tropical Sno facility. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Police, Fire, and Development Services Departments have reviewed the application and find no reason to deny the permit at this time.
