AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Cove at
Kettlestone Lot 2 (1190 SE University Avenue)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Waukee Investments I, LLC, requests approval of a site
plan to allow for the construction of a 14,434 square feet multi-tenant
commercial building. Parking will be provided on the north and south sides of
the building. Access to the building will be provided via a connection to SE
University Avenue west of the proposed building. All utilities have been
extended to the site with the initial public improvements for the plat.
The applicant has provided elevations for proposed building on the site which
meets the intent of the architectural guidelines within the Site Development
and Building Standards Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the March 13, 2018 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Cove at Kettlestone Lot 2 (1190 SE University Avenue)
Senior City Planner, Andy Kass, introduced the request for site plan approval made by the applicant,
Waukee Investments 1, LLC. The subject property is generally located south of SE University Avenue
and west of SE Bishop Drive and contains approximately 2.33 acres.
The proposed project includes the construction of a 14,434 square foot multi-tenant commercial
building, associated parking, trash enclosure, and site utilities. Access to the site will be off of SE
University Avenue aligning with SE Brick Drive, as well as access across lot 2 to reach Bishop Drive.
At this time all parking, landscape, and open space ordinances have been met.
Mr. Kass advised that the site plan indicates an outdoor patio on the front of the building for the use of
a possible restaurant tenant, though no tenants have been identified to date. All utilities have been
extended to the site and storm water detention will be maintained in the pond to the southwest within
the Cove at Kettlestone Townhome Development.
At this time staff is comfortable with the site plan and would recommend approval subject to
remaining staff comments.

• Commissioner Broderick questioned if the accent color of the trash enclosure would match the
building. Mr. Kass advised yes.
• Commissioner Hoifeldt questioned if there was a drive thru lane. Mr. Kass advised that there
is not a drive thru window proposed. The other building showed a potential drive thru- but
there is not a window placed at this time as there is no identified user.
• Commissioner Tietz verified that there was an intent for a restaurant in this building. Mr. Kass
agreed, stating that it was more towards the west of the building aligning with the patio.
• Commissioner Hoifeldt questioned if SE Bishop Drive will continue through the site. Mr. Kass
advised that it will not connect into the Townhome complex to the south of the site.
• Commissioner Broderick questioned if the zoning for the property was meant for office
building in this area. Mr. Kass advised that it is a Planned Development, C-1 commercial
zoning which allows flexibility for user type.
Commissioner Broderick made a motion to approve the Site Plan for Cove at Kettlestone Lot 2 (1190
SE University Avenue). Commissioner Hoifeldt seconded the motion. Ayes: Ward, Tietz, Broderick,
and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few
comments. Staff recommends approval subject to remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

UNIVERSITY AVENUE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Cove at Kettlestone Lot 2, subject to remaining staff comments on March 13,
2018; AND,
WHEREAS, the Site Plan for Cove at Kettlestone Lot 2 is in general conformance with §304 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Cove at Kettlestone Lot 2 is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 19th day of March, 2018 that the Site Plan for Cove at Kettlestone Lot 2 is approved subject
to remaining staff comments.

BACKGROUND:
The subject property is located within the Cove at Kettlestone development that is located at the intersection
of SE University Avenue and SE Waco Place. Initial phases of the development that have been approved are
131 townhomes and three 72 unit apartment buildings. The applicant was also the developer of the multi-
tenant commercial building on the adjacent lot to the east.

PROJECT DESCRIPTION:
The proposed project includes the construction of a 14,434 square foot multi-tenant commercial building,
associated parking, trash enclosure, and site utilities. The site plan identifies the building having a 9,238 square
foot retail portion and 5,196 square foot restaurant portion of the building. An outdoor patio is also identified
on the front of the building for the use of the restaurant. The trash enclosure is indicated in the southeast
corner of the site.
ACCESS AND PARKING:
Access to the site will be provided on the west side of the site from SE University Avenue, a public street.
Access to SE Bishop Drive will also be provided across the adjacent property to the east. The future access off
of SE University Avenue will be an un-signalized full access. In the future it is possible that a traffic signal could
be located at this location, however, the current Capital Improvements Plan (CIP) does not include this signal
as a future project.
A total of 115 parking spaces are required for this facility. The total amount of parking proposed is 126 spaces
(including 6 handicap accessible stalls). The site plan also identifies 5 bicycle parking spaces. The bike rack is
located along the northeast side of the building.
As part of the improvements to the site a 5 foot sidewalk will be extended along SE University Avenue. A
pedestrian connection into the site from the sidewalk has been indicated on the site plan.

UTILITIES:
Storm water detention will be provided in the detention basin to the southwest of the site that is located
within the Cove at Kettlestone Townhome development to the south. Water and sanitary services were
stubbed into the lot as part of the initial plat improvements and with the improvements to Lot 3.
OPEN SPACE AND LANDSCAPING:
A minimum of 15% of the project area is required to be open space and the site plan indicates that 26.3%
open space will be provided. Landscaping has been provided in compliance with the required planting
requirements.
ELEVATIONS:
The proposed building will be constructed of a variety of materials including brick, storefront glazing, and
simulated wood panels (fiber cement). Per the adopted Planned Development Agreement for the property,
30% of the street facing façade at pedestrian level shall be fenestration, which the proposed elevations meet
that requirement. The proposed elevations meet the intent of both the Site Plan Ordinance as well as the
Planned Development Agreement. Material samples will be available for review at the Planning & Zoning
Commission meeting.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The photometric plan and
fixtures meet the requirements outlined within the Planned Development Agreement and the Site Plan
Ordinance.
STAFF RECOMMENDATION:
At this time staff is comfortable with the site plan and would recommend approval of the site plan subject to
remaining staff comments.
