HomeMy WebLinkAbout2018-04-02-J01E CWA Contract MOU - PD Positions Job GradesAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 2, 2018 AGENDA ITEM:Consideration of approval of a resolution approving a Memorandum of Understanding with Communications Workers of America (CWA), Local #7102, AFL-CIO, reclassifying job grades for certain positions as part of the July 1, 2016 – June 30, 2021 contract FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: In 2015, the positions of Evidence Technician and Records Technician were created at the Waukee Police Department. Both positions were determined to be part of the bargaining unit. At that time, the Communication Workers of America (CWA) and the City agreed that the duties of the Evidence Technician per the job description placed the position at Pay Grade GS-12. The duties of the Records Technician per the job description place the position at GS-9. Upon the recent departure of the first Evidence Technician, both positions have been re-evaluated. The duties actually performed are slightly different from duties that were anticipated upon creation of the positions. Revised job description which better reflect the actual duties performed have been approved. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The CWA and City Staff have agreed that both positions should be placed at pay grade GS-10. Memorandum of Understanding PREPARED BY:Patricia Brown Holden REVIEWED BY: J1E THE CITY OF WAUKEE, IOWA RESOLUTION 15-076 APPROVING A MEMORANDUM OF UNDERSTANDING WITH COMMUNICATIONS WORKERS OF AMERICA (CWA), LOCAL #7102, AFL-CIO, RECLASSIFYING JOB GRADES FOR CERTAIN POSITIONS AS PART OF THE JULY 1, 2016 – JUNE 30, 2021 CONTRACT IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, on May 23, 2016, the Waukee City Council approved a Collective Bargaining Agreement with the Communications Workers of America (CWA), Local #7102, AFL-CIO, in effect July 1, 2016 through June 30, 2021 (Resolution #16-219); AND, WHEREAS, the City of Waukee and representatives of CWA, Local #7102, have reviewed and approve a Memorandum of Understanding to acknowledge the reclassification of the Waukee Police Department positions of Records Technician from GS-9 to GS-10 and Evidence Technician from GS- 12 to GS-10; AND; WHEREAS, the Memorandum of Understanding is attached hereto and by reference incorporated herein; NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 2nd day of April, 2018, that the Memorandum of Understanding with Communications Workers of America (CWA), Local #7102, AFL-CIO, reclassifying job grades for certain positions as part of the July 1, 2016 – June 30, 2021 contract, is hereby approved. ____________________________ William F.
