HomeMy WebLinkAbout2018-04-02-J08 Waukee Hardware & Rent-It Center_Site Plan Amendment AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 2, 2018 AGENDA ITEM: Consideration of approval of a resolution approving a site plan amendment for Waukee Hardware & Rent-It Center (380 6th Street) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Geoff & Anne Warmouth, owners of Waukee Hardware & Rent-It Center, have submitted detailed architectural elevations for facade improvements to the east and south elevations of the building located at 380 6th Street, Waukee. In 2017, damage was done to the front façade of the building after it was hit by a vehicle. In lieu of rebuilding the front façade the same as it was, the owners have chosen to modify the east elevation and a portion of the south elevation. The attached drawings indicate the removal of approximately half of the east elevation and removal of a small amount of the south elevation. The entrance to the store will be relocated to the southeast corner of the building. In addition, a portion of the gabled roof on the east side is proposed to be removed in order to build an ornamental parapet wall on the east elevation and above the entrance on the south elevation. The proposed materials include store front glazing, cast stone, masonry veneer, fiber cement siding, and polyurethane ornamentation. The Downtown Design Guidelines adopted in 2011 recommends locating entrances of buildings on a street corner at the corner of the building facing the intersection. The relocation of the entrance is in conformance of the Downtown Design Guidelines. The proposed materials comply with the preferred exterior materials outlined in the Design Guidelines and Site Plan Ordinance. The proposed elevations will also provide a good mixture of materials and textures to the facades which is another requirement of the Design Guidelines and the Site Plan Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the March 27, 2018 Commission Meeting and recommended approval subject to remaining staff comments: Approval of Façade improvements to Waukee Hardware and Rent- It Center [380 6th Street] Senior Planner Andy Kass, introduced the request for façade improvements made by the applicant and owner, Geoff and Anne Warmouth, in order to provide an updated look to their downtown location after vehicle damage in 2017. The submitted changes to the east and south elevations are consistent with the 2011 downtown design guidelines adopted by the city. At this time staff recommends approval of the request. • Commissioner Hoifeldt commented that it was unfortunate about the damage, but that the improvements looked very nice. Mr. Warmouth advised that the improvements were simply J8 moved up on the time line due to the damage. He also advised that the actual concept is a little more muted than the shown concept, with earth tones instead of the bright red top. • Commissioner Tietz questioned if there would be updates to the interior. Mr. Warmouth advised that there would be some rearranging with the store, but site lines and security were the main priorities. Commissioner Hoifeldt made a motion to approve the facade improvements to Waukee Hardware and Rent-it Center. Commissioner Ward seconded the motion. Ayes: Ward, Tietz, Hoifeldt, and Martin. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: The proposed façade improvements demonstrate conformance with the Downtown Design Guidelines and the Site Plan Ordinance.
