HomeMy WebLinkAbout2018-05-07-J01N Dallas County Hazard Mitigation 2018AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 7, 2018 AGENDA ITEM:Consideration of approval of a resolution approving the Dallas County Multi- Jurisdictional Local Hazard Mitigation Plan FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: The Waukee City Council originally adopted the Dallas County Hazard Mitigation plan in 2013. Federal rules require review and re- adoption every five years. The county Emergency Management Commission hired a 3rd party company to complete the initial document and complete the recent five year review. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: There is no cost to the adoption. The adoption is a requirement to request funds from FEMA in the event of certain disasters . COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The fire department was involved in updating City of Waukee information and planning for the mitigation document. The plan is on file with the Waukee Fire Department. RECOMMENDATION: Approve the resolution. ATTACHMENTS: I. Proposed Resolution PREPARED BY: Clint Robinson REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: J1N THE CITY OF WAUKEE, IOWA RESOLUTION 18- APPROVING THE DALLAS COUNTY MULTI-JURISDICTIONAL LOCAL HAZARD MITIGATION PLAN IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City of Waukee recognizes the threat that natural hazards pose to people and property within our community; AND, WHEREAS, undertaking hazard mitigation actions will reduce the potential for harm to people and property from future hazard occurrences; AND, WHEREAS, the U.S Congress passed the Disaster Mitigation Act of 2000 (“Disaster Mitigation Act”) emphasizing the need for pre-disaster mitigation of potential hazards; AND, WHEREAS, the Disaster Mitigation Act made available hazard mitigation grants to state and local governments; AND, WHEREAS, an adopted Local Hazard Mitigation Plan is required as a condition of future funding for mitigation projects under multiple FEMA pre- and post-disaster mitigation grant programs; AND, WHEREAS, the City of Waukee fully participated in the hazard mitigation planning process to prepare this Multi-Jurisdictional Local Hazard Mitigation Plan; AND, WHEREAS, the Iowa Homeland Security and Emergency Management Division and the Federal Emergency Management Agency Region VII officials have reviewed the “Dallas County Multi-Jurisdictional Local Hazard Mitigation Plan,” and approved it contingent upon this official adoption of the participating governing body; AND, WHEREAS, the City of Waukee desires to comply with the requirements of the Disaster Mitigation Act and to augment its emergency planning efforts by formally adopting the Dallas County Multi-Jurisdictional Local Hazard Mitigation Plan; AND, WHEREAS, adoption by the governing body for the City of Waukee demonstrates the jurisdictions’ commitment to fulfilling the mitigation goals outlined in this Multi-Jurisdictional Local Hazard Mitigation Plan; AND, WHEREAS, adoption of this legitimizes the plan and authorizes responsible agencies to carry out their responsibilities under the plan; NOW, THEREFORE, BE IT RESOLVED, that the City of Waukee adopts the “Dallas County Multi-Jurisdictional Local Hazard Mitigation Plan” as an official plan; AND, BE IT FURTHER RESOLVED, the City of Waukee will submit this Adoption Resolution to the Iowa Homeland Security and Emergency Management Division and Federal Emergency Management Agency Region VII officials to enable the plan’s final approval.
