AGENDA ITEM:Consideration of approval of a resolution approving a site plan for Autumn
Ridge Clubhouse (1155 SE Olson Drive)

SYNOPSIS INCLUDING PRO & CON: Veridian Credit Union, requests approval of a site plan to
allow for the construction of an approximately 2,300 square feet building to
be used as a clubhouse for the residents of Autumn Ridge Apartments. The
building will feature a meeting room, pool, and restrooms. Access will be
provided from existing points off of SE Brick Drive and SE Olson Drive.
Utilities are already available to the site as they were extended with the
improvements for the adjacent apartment buildings.
The applicant has provided elevations for proposed building on the site which
meets the intent of the architectural guidelines within the Site Development
and Building Standards Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the May 8, 2018 Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for Autumn Ridge Clubhouse (1155 SE Olson Drive)
City Planner, Melissa DeBoer, introduced the request for site plan approval made by the applicants
Centennial Development LC and Autumn Ridge LC. The Subject Property is located north of SE
Olson Drive and east of SE Alice’s Road and contains approximately 3.89 acres.
The project involves the construction of a clubhouse building approximately 2,300 square feet in area
and will feature a pool, restrooms, and a meeting/party area. The proposed location is within an
existing detention easement, however, the area will be regraded to allow building construction and still
account for storm water detention. The preexisting trash enclosures will be utilized for this building as
well.
Access will be provided off of SE Brick Drive and SE Olson Drive. No additional parking is required
at this time. All utilities are available to the property and all landscape, lighting, and open space
requirements have been met.
At this time staff recommends approval of the site plan subject to remaining staff comments.

Commissioner Streit asked for clarification on if there would be another club house. Mrs.
DeBoer advised that this would be the second club house for the Autumn Ridge complex, the
first being located just to the south.
Commissioner Broderick questioned if there were any changes to the project since the
Preliminary Plat back in 2014. Mrs. DeBoer advised that there were no major changes since
that approval.
Commissioner Tietz questioned if the designated Storm water Detention would be sufficient
for the area at its new size. A representative for the Applicant explained that the original size
of the detention pond was much larger than needed in order to provide building dirt for the
surrounding projects. The area will be regraded to a dry bottom pond in the southeast portion
of the site.
Commissioner Streit made a motion to approve the Site Plan for Autumn Ridge Clubhouse (1155 SE
Olson Drive). Commissioner Ward seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, Broderick
and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: All remaining comments are minor in nature and will be
worked out prior to the Council meeting. Staff recommends approval.
RECOMMENDATION: Approve the resolution.

DRIVE
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Autumn Ridge Clubhouse, subject to remaining staff comments on May 8,
2018; AND,
WHEREAS, the Site Plan for Autumn Ridge Clubhouse is in general conformance with §304 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Autumn Ridge Clubhouse is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 21st day of May, 2018 that the Site Plan for Autumn Ridge Clubhouse is approved subject to
remaining staff comments.

HISTORY
The subject property is located within the existing Autumn Ridge Apartment development that was originally
approved in 2015.
PROJECT DESCRIPTION
The project involves the construction of a clubhouse building for the use of Autumn Ridge Apartments
residents. The clubhouse is approximately 2,300 square feet in area and will feature a pool, restrooms, and a
meeting/party area. The proposed location is within an existing detention easement, however, the area will be
regraded to allow for the building construction and to account for storm water detention. The applicant has
indicated that an existing nearby trash enclosure will be used to provide trash service for the building.

ACCESS AND PARKING
Access to the proposed building will be provided off of SE Brick Drive and SE Olson Drive. These access
points are existing and also service the surround apartment buildings. No additional parking is required
UTILITIES
Utilities exist throughout the development and will provide service to the proposed building. The applicant
will revise the existing detention area to move it east of the proposed building. The new detention area will
serve as detention for this addition and the existing drainage area.

LANDSCAPING & OPEN SPACE
No existing landscaping should be removed as part of this project and no additional landscaping is required.
The open space on Lot 8 will be reduced from 39% to 35%. The minimum requirement is 20%.
ELEVATIONS
The elevations of the four buildings are proposed to be constructed primarily of Hardiplank siding, stone, and
asphalt shingles. Gables and dormers have been provided along the roofline to add additional interest to the
building.
LIGHTING PLAN
The applicant has submitted a lighting plan. Staff has reviewed the lighting plan and has determined that it is in
conformance with the Site Plan Ordinance.

Staff recommends approval of the site plan subject to remaining staff comments.
