HomeMy WebLinkAbout2018-06-04-J01H POC Paramedic_Job Description, Pay GradeAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 4, 2018 AGENDA ITEM:Consideration of approval of a resolution approving job description and pay grade [Paid On-Call Paramedic, Waukee Fire Department] FORMAT:Consent Agenda SYNOPSIS INCLUDING PRO & CON: To provide exceptional emergency management for the citizens of Waukee, the Waukee Fire Department is adding the position of Paramedic (POC). A large percentage of calls to the Waukee fire Department are for emergency medical services. The position of Paramedic (POC) will expand the pool of candidates available to staff the Fire Department and better meet the needs of the community. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:The position of Paramedic (POC) will be added to the City of Waukee POC firefighter FY19 Compensation Plan approved by Council on 3/5/18 at an hourly rate of $15.50. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The Fire Chief and Human Resource Director recommend approval of the job description and pay grade. Job Description – Paid On-Call Paramedic PREPARED BY:Patricia Brown Holden REVIEWED BY: J1H THE CITY OF WAUKEE, IOWA RESOLUTION 18- APPROVING JOB DESCRIPTION AND PAY GRADE [PAID ON-CALL PARAMEDIC, WAUKEE FIRE DEPARTMENT] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the Fire Chief proposes the creation of a non-represented Paid On-Call Paramedic position; AND, WHEREAS, the pay grade for the position shall be Grade POC Paramedic; AND, WHEREAS, the Fire Chief and Human Resource Director recommend establishing the position and approving the job description and pay grade. Lyon Paramedic (POC) Page 1 Council Approved _____________________ City of Waukee JOB DESCRIPTION Job Title: Paramedic (POC) Reports to: Fire Lieutenant Dept/Div: Fire Direct Reports: None Union Status: Non-Represented FLSA Status: Non-Exempt Pay Grade: POC Paramedic JOB PURPOSE: A Paramedic performs rescue operations, emergency medical operations, and fire/injury prevention activities (school visits, Public Relations events). ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Responds to fire and rescue calls as needed or directed and performs within the directives, policies, SOG’s, and protocols of the department. 2. Performs routine truck, equipment, and station maintenance as needed. 3. Maintains positive public image of the department through tours, visits, and other public education. 4. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Take action in solving problems while exhibiting judgment and a systematic approach to decision making. 2. Interact effectively, professionally, and tactfully with the general public, all participating agencies, and dispatch and law enforcement. 3. Create and participate in a team environment. 4. Operates with the safety of themselves, their co-workers, and the general public in mind at all times. QUALIFICATIONS: 1. High School graduate. Associate’s or Bachelor’s degree preferred. 2. Must possess a valid Iowa Driver’s License and meet the requirements of the City’s motor vehicle policy. 3. Certifications: Current Paramedic certification issued by the Iowa Department of Public Health, Current Healthcare Provider CPR, ACLS, and PEEP or PALS. FEMA IS-100 and IS-200 (or IS-195), and IS-700. 4. Knowledge of Waukee Fire Department and City of Waukee policies and SOG; knowledge of appropriate training standards; knowledge of hazardous materials response; knowledge of emergency driving techniques. PHYSICAL REQUIREMENTS: 1. Able to perform all essential functions of the position while wearing required protective equipment. 2. Able to operate and use all assigned equipment and apparatus. 3. Responsive to visual and verbal alarms and other indications of distress. 4. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may be encountered. 2. Will be exposed to darkness and poor lighting, fumes/odors, isolation, moving machinery, noise, visual strain, unprotected heights, wearing a respirator, working on uneven ground, mechanical hazards, biological hazards, medical hazards, electrical hazards, traffic hazards, possible explosion, and bodily injury. 3. Position includes significant work place pressure. 4. Standard work hours must be flexible, will include days, evenings, over nights and weekends, may be greater than 40 hours per week, and may be called to report to duty at any time. 5. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within Waukee Public Safety building. 6.
