HomeMy WebLinkAbout2018-06-04-J04 Stivers_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 4, 2018 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Stivers Ford Lincoln (1350 SE Stone Ridge Drive) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Stivers Ford Lincoln, requests approval of a site plan to allow for the construction of a single-story building that is approximately 17,000 square feet in area, located at 1350 SE Stone Ridge Drive. In addition to the proposed building, the applicant is proposing paving of a sales display lot in order to provide a total of 204 parking spaces for the purpose of displaying vehicles for sale. The applicant has provided elevations for proposed building on the site, which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the May 22, 2018 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Stivers Ford Lincoln (1350 SE Stone Ridge Drive) City Planner Melissa DeBoer introduced the request for approval of a Site Plan made by the applicant Stiver’s Iowa Real Estate, LLC. The property is generally located west of SE Waco Place and south of SE Stone Ridge Drive, containing approximately 3.79 acres. Mrs. DeBoer advised that the area is currently used as overflow parking for Stiver’s, and there has been an approved site plan to pave the area, however, no work on that project has been completed. At this time, the applicant has decided to expand their business and now seek to place a separate auto body shop and display parking lot within the same project. The proposed single story building is approximately 17,000 square feet in area and includes a small office area in addition to the repair space. The display lot would contain a total of 204 parking spaces for displaying vehicles currently for sale. Mrs. DeBoer advised that driveways off of SE Stone Ridge Drive and SE Waco Place provide access to the lot. A 5 foot sidewalk will be constructed along SE Stone Ridge Drive and Pedestrian Ramps throughout the site will be constructed or repaired with site improvements. All utilities are available at the site and storm water will be detained in the basin south of the site. All landscaping, open space, and lighting ordinance requirements have been met. J4 At this time Staff recommends approval of the site plan for Stiver’s Body Shop subject to remaining staff comments.  Commissioner Hoifeldt questioned about the concrete product set to be used for the shop construction. Representatives of the applicant explained that with the concrete coated foam, the construction can take the insulation down to the foundation, which is the best thing to do with a metal frame building.  Commissioner Hoifeldt questioned if there were any issues with repair cars being out among the sale vehicles? Senior Planner, Andy Kass, advised that the applicant would not be able to have cars needing repairs out on the display lot without screening.  Commissioner Streit clarified that it was an expansion of the current auto sales space. The applicant representatives advised that was correct. The current auto body shop has a lot of turn over so a separate site would be beneficial. Also, they were tired of parking on grass and causing wear and tear on pedestrian walk ways by driving over them. Commissioner Hoifeldt moved to approve the site plan for Stiver’s Body Shop, subject to remaining staff comments. Commissioner Streit seconded the motion. Ayes: Ward, Sandie, Streit, Broderick, Hoifeldt, and Martin. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All comments have been addressed. Staff recommends approval. They recently submitted for approval of a site plan to pave a parking lot on the subject site. However, since the time of receiving approval of that site plan, they have decided to expand their business by adding a separate auto body shop and adding a display parking lot within the same project. The site today is still undeveloped. PROJECT DESCRIPTION The project involves the construction of one single-story building to be used as an auto body shop. The building is approximately 17,000 square feet in area and will include an office that makes up approximately 868 square feet of the overall building. The remaining 16,221 square feet will be made up of repair space. The other part of the project includes the paving of a sales display lot. The site plan identifies a total of 204 parking spaces for displaying vehicles for sale. ACCESS AND PARKING Two driveways are proposed to provide access to this site. One will be located off of SE Stone Ridge Drive and the other off of SE Waco Place. The parking ordinance requires 3 parking spaces per service bay, 1 space per service vehicle, and 2.5 spaces per 1,000 square feet of non-service area. The total amount of parking required per the Ordinance is 31 parking spaces. The site plan identifies a total of 235 parking spaces to be provided across the entire site. The parking provided meets the requirements of the Ordinance. May 18, 2018 3 of 3 SIDEWALKS/TRAILS A 5 foot wide sidewalk will be constructed along SE Stone Ridge Drive as part of the site improvements. An existing 10 foot wide trail exists along SE Waco Place. Pedestrian ramps will be provides at the southwest corner of SE Waco Place and SE Stone Ridge Drive in order to provide a crossing to both the north and the east. A pedestrian connection will provide access into the site from the sidewalk along SE Stone Ridge Drive. UTILITIES All utilities are available at this site and services will be brought in to the site to serve the proposed building. Storm water will be detained in the existing detention basin located on the south side of the site. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is approximately 30%. Landscaping is being provided per the requirements of the landscape ordinance. ELEVATIONS The elevations are proposed to be constructed mainly of metal panels in gray and blue. The front entrance of the building includes white EIFS. The trash enclosure will be composed of split face concrete block and a composite wood gate. The building includes several overhead doors to provide vehicle access to the service shop. LIGHTING A photometric plan has been provided that meets the requirements of the lighting ordinance.
