AGENDA ITEM: Public Hearing on an ordinance to amend Chapter 222, Building Code
Regulations and Penalties for Violations by inserting Section 222A
Residential Rental Code
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: Iowa Code Chapter 364.17 requires all Cities with a
population of 15,000 or more to adopt a housing code for the regular
inspection of rental properties, inspections upon receipt of complaints
and certification of inspected rental housing. The City of Waukee
reached the 15,000 population designation with its last special Census
that was completed. It is estimated that there are approximately 1,800
rental units located within the City of Waukee today.
The proposed Ordinance adopts the 2015 International Property
Maintenance Code which will be basis for residential rental inspections.
The proposed ordinance does include some local amendments that are
consistent with neighboring communities as well as additional
definitions.
The City Council approved the hiring of an additional Building Inspector
position beginning July 1, 2018. With this hiring, it will allow the Code
Compliance Officer to focus efforts on rental inspection and general code
compliance issues throughout the City.
It is the intent that inspection of all rental properties would be completed
on a biannual basis with rental certificates being renewed every two
years. Start-up and implementation of the program is expected to take
approximately three months with initial inspections beginning in October
pending adoption of the Ordinance.
