AGENDA ITEM:Consideration of approval of an ordinance to amend Chapter 224X.6, Waukee
Municipal Code, by repealing the existing Wastewater Treatment Connection
Fees connecting to the City Sewer Utility and enacting new fees
[introduction; first reading]

SYNOPSIS INCLUDING PRO & CON:The previous wastewater capacity fees were based
on the cost of improvements at the treatment facility and the cost of anticipated fees for
joining the WRA. With the abandonment of the treatment facility this fall the fees associated
with the treatment plant improvements are no longer applicable. But the South Outfall Sewer
is being constructed to connect the abandoned treatment facility to the WRA collection system
and the WRA treatment facility. The new capacity fees will now be based on the cost of the
South Outfall Sewer improvements and the WRA fees. The new fee structure will start at the
current level and increased by the rate set by the WRA.

AN ORDINANCE TO AMEND CHAPTER 224X.6, WAUKEE MUNICIPAL CODE, BY
REPEALING THE EXISTING WASTE WATER TREATMENT CONNECTION FEES
CONNECTING TO THE CITY SEWER UTILITY AND ENACTING NEW FEES AS
SPECIFIED BELOW
WHEREAS, due to the increasing costs of providing sufficient infrastructure to service
the City’s future sewer needs, the City desires to modify the fee schedule contained in Chapter
224X.
BE IT ORDAINED by the City Council of the City of Waukee:
Section 1. That effective July 1, 2018 Section 224X.6 Waukee Municipal Code should
be and the same is hereby amended to provide as follows:
Section 224X.6. Schedule of Waste Water Connection Fees.
a) Waste water connection fees shall be due at the time of submission of a building
permit as described in Section 5 of this Ordinance. Issuance of building permits and/or
Mobile Home Permits shall not occur until such time as any and all fees have been paid
in full.
b) Fees are based upon the equitable costs of extending service from the Municipal Waste
Water System to the property for which connection is sought. From the effective date of
this ordinance, fees shall be imposed in the following amounts:

c) The City Council reserves the right to review and revise the fees as it deems
appropriate.
Section 2 Repealer. All ordinances or parts of ordinances in conflict with the provisions
of this ordinance are hereby repealed.
Section 3. Severability Clause. If any section, provision or part of this ordinance shall
be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section, provisions or part thereof not adjudged invalid or
unconstitutional.
Section 4. Effective Date. This ordinance shall be in effect commencing on July 1,
2018.
