HomeMy WebLinkAbout2018-07-02-J09 Waukee 2nd High School Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 2, 2018 AGENDA ITEM: Consideration of approval of a site plan for Waukee High School No. 2 [655 NW 10th Street] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The site plan for Waukee High School No. 2 identifies an approximately 390,000 square foot building. Portions of the building will be constructed as three story with the remainder of the building being constructed as a two story. The site plan identifies approximately 1,600 parking stalls on site. In addition, there will be some opportunities for shared parking on the City property upon completion of the sports complex/park. Access to the site will be provided off of NW 10th Street as well as NW Sunrise Drive. Both water and sanitary sewer are currently being constructed adjacent to the property to serve the proposed site. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission approved the proposed Preliminary Plat at their meeting on June 26, 2018: Approval of a Preliminary Plat for Waukee Second High School Approval of a Site Plan for Waukee Second High School [655 NW 10th Street] *these items are directly related and will be presented together, but given separate voting motions* Senior Planner Andy Kass, introduced the request, made by the applicant Waukee CSD, for approval of a preliminary plat and site plan for the development of a second high school and future City Sports complex. The subject property is generally located north of Hickman on the east side of 10th street. For the sake of this discussion the preliminary plat will be dealing with the entire property, but the site plan is specific to the High school grounds which is approximately the 75 acres on the south portion of the property. Mr. Kass advised that the proposed High school building is set to be 300,000 square feet in size with parking to the west, south and east with future parking on the north side of the property with the development of the City grounds. The school is set to have a track and stadium, baseball and J9 softball fields, tennis courts, soccer fields, and two restroom/ concession stand buildings to service the fields. Mr. Kass explained that the access to the property would be off of 10th street, NE Sunrise Drive, an extension of 4th street to the east, and the future extension of NE Douglas Parkway to the north. Infrastructure and road widening will be based on development and all utilities will be extended to the property and the ponds will be owned and maintained by the City of Waukee.  Commissioner Broderick questioned if there would be volleyball courts, and if any thought had been given to eventual sustainable development and repurposing of the parking lots in the future. Mr. Deets advised that there were no volley ball courts indicated in this project. Mr. Deets also advised that sustainable development is something that the City is working with, but that it was also necessary to plan for current issues, such as parking, before planning for the event that it is no longer needed.  Commissioner Martin questioned how much bigger this school would be from the current high school. Eric Rose, a representative of the Applicant, advised that it would be about 50,000 square feet larger than the current high school.  Commissioner Hoifeldt questioned about the 10th street improvements. Mr. Deets advised that 10th street will be widened to 4 lanes between ne Sunrise and NE Douglas, and improvements to the intersection will be made to accommodate for the heightened traffic. There is a possible extension of 6th street to provide a secondary access in the short term as well. NE Sunrise drive will be 3 lanes and will have 2 round-abouts. It allows for better circulation of school traffic and comes after a lot of discussions. Johnston reports that it has had great improvements to traffic after the installation of round-abouts at the location of their new high school.  Commissioner Broderick questioned what the pedestal access up 10th and 6th street would be. Mr. Deets advised that it would be with development, but not along the farms. Under passes for the internal trail systems will be under N. 10th street and NE Douglas parkway.  Commissioner Streit verified that lower speeds would be placed on 10th street. Mr. Kass advised that was more than likely going to be the case with a school zone.  Commissioner Hoifeldt voiced a concern regarding walking traffic and not having the connections available from the city south of Hickman safely to the school. Mr. Deets advised that sidewalks may have to be installed, they just weren’t planned at the time being. It depends on the boundaries the school chooses.  Commissioner Hoifeldt also verified that the education center was 3 stories tall. Mr. Rose advised that was correct, kind of like a walk out as the grading would be pushing water to the ponds on the north portion of the property. Accessibility interior of the school would be through stairs and elevators. Commissioner Broderick moved to approve the Preliminary Plat for Waukee Second High School. The motion was seconded by commissioner Hoifeldt. Ayes: Ward, Sandie, Streit, Tietz, Broderick, Hoifeldt, and Martin. Nays: None. Motion Carries. Commissioner Broderick moved to approve the Site Plan for Waukee Second High School [655 NW 10th street]. The motion was seconded by commissioner Sandie. Ayes: Ward, Sandie, Streit, Tietz, Broderick, Hoifeldt, and Martin. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time all staff comments related to the site plan for the second High School have been addressed. RECOMMENDATION: Staff would recommend approval of the resolution.
