HomeMy WebLinkAbout2018-07-16-J06 The Shops at Kettlestone North Plat 4_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 16, 2018 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for The Shops at Kettlestone North Plat 4 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: ARAC, LLC, request approval of a final plat for 69.52 acres of property located north of Ashworth Road and west of Grand Prairie Parkway. The plat consists of four (4) outlots intended for future office park and commercial development. The lots ranges in size from 10.92 acres to 24.50 acres. The applicant is platting the property as outlots so that they are able to sell off property for development. Further platting of each outlot will be required as development occurs. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this request on July 10, 2018, and recommended approval subject to remaining staff comments. Approval of a Final Plat for The Shops at Kettlestone North Plat 4 Senior Planner Andy Kass introduced the request made by the applicant ARAC, LLC for approval of a Final Plat for office and retail development. The subject property contains approximately 6 9.5 acres of property located west of Grand Prairie Parkway and North of Ashworth Drive. Mr. Kass advised that the lot was originally one out lot, but the owner has an interest in dividing out the property into 4 out lots for sale. These individual lots will have to be platted before any development occurs on them. Public improvements are wrapping up in the area so all utilities will be extended to each out lot and storm water will be partially in the South regional detention, with additional detention required with future development.  Commissioner Hoifeldt questioned if a final plat could be approved prior to road completion. Mr. Kass advised that since they are just out lots, yes. The City is comfortable with the protections such as approval of site plans or issuance of building permits to hold the developer to finishing the public improvements.  Commissioner Streit questioned about the square cut out of land not included in the plat that borders Grand Prairie Parkway. mr. Kass advised that the parcel has a separate owner than the current subject property. Access to the stand alone property would be available off of SE Esker Ridge Drive. J6 Commissioner Hoifeldt made a motion to approve the Final Plat for the Shops at Kettletone North Plat 4. Commissioner Streit seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, and Hoifeldt. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 16th day of July, 2018, that the Final Plat for The Shops at Kettlestone North Plat 4 be and the same is hereby accepted and approved by the City Council of the City of Waukee. BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and documents to be filed with the Plat: 1. Warranty Deed; 2. Sanitary Sewer Easement; 3. Storm Sewer Easement; 4. Surface Water Flowage Easement; 5. Temporary Storm Sewer & Detention Easement; and 6. The subject property was previously platted as one outlot in The Shops at Kettlestone North Plat 1. The property owner requests final plat approval to create separate outlots in order to sell portions of the property. PROJECT DESCRIPTION LOTS The final plat identifies the creation of four outlots. Outlot X is zoned K-OF and is proposed to be 10.92 acres in area. Outlot W is zoned K-OF and is proposed to be 12.40 acres in area. Outlot V is zone K-RC and is proposed to be 14.63 acres in area. Outlot U is zoned K-RC and is proposed to be 24.50 acres in area. All outlots will need to be replatted in the future at the time development begins. Table 1: Standard K-RC requirements. As part of the improvements, SE Esker Ridge Drive, SE Tallgrass Lane, and SE Parkview Crossing will be constructed. In addition, a 10- foot trail on the east side of SE Parkview Crossing Drive will be installed. UTILITIES The applicant is in the process of extending sanitary sewer and water main throughout the development and to the plat boundaries. Storm water for the site will be detained in the regional retention pond at the southwest corner of the property. In addition, the City owned regional retention pond northeast of the property will provide storm water detention. STAFF RECOMMENDATION Staff recommends approval of the final plat for The Shops at Kettlestone North Plat 4 subject to remaining staff comments, and review of the legal documents.
