HomeMy WebLinkAbout2018-07-16-J08 Church of LDS - Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 16, 2018 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for The Church of Jesus Christ of Latter-Day Saints Addition (400 SE Pleasant View Drive) FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Church of Jesus Christ of Latter-Day Saints, requests approval of a site plan to allow for the construction of an addition, that measures approximately 2,250 square feet, to the existing church building. The project also involves an addition to both the east and south sides of the parking lot for an additional 55 parking stalls, bringing the entire site total to 249 parking stalls. The applicant has provided elevations for the proposed addition on the site, which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the July 10, 2018 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for The Church of Jesus Christ of Latter-Day Saints Addition (400 SE Pleasant View Drive) Senior Planner Andy Kass introduced the request made by the applicant, The Church of Jesus Christ of Latter-day Saints Corporation of the presiding Bishopric, for approval of a site plan detailing a building addition and parking lot expansion. The subject property is located south of SE Pleasant View Drive and east of SE LA Grant Parkway, containing approximately 7.27 acres. Mr. Kass explained that the proposed building addition to the existing church building is approximately 2,250 square feet in area located on the east side of the building. The site plan also indicates the addition of 55 parking stalls for a total of 249 stalls on the lot. No new utilities are being run to the site and there is no need for further storm water detention measures. All parking, acc ess, landscape, and open space requirements have been met. At this time Staff recommends approval of the site plan for The Church Of Jesus Christ Of Latter -Day Saints Addition subject to any remaining staff comments.  Commissioner Streit questioned if the Church owned the entire lot. Mr. Kass advised yes.  Commissioner Streit questioned if there were any future intention for the remainder of the site as it seems like a lot of parking for the current building. Mr. Kass advised that no new projects J8 aside from the current project have been brought to staff’s attention. As for the parking addition, the applicant stated a need for it as the congregation has grown.  Commissioner Tietz questioned about the associated lighting. Mr. Kass advised that there would not be any additional lighting. Commissioner Hoifeldt moved to approve the Site Plan for the Church of Later-Day Saints Addition subject to staff comments. Commissioner Streit seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few comments. Staff recommends approval subject to remaining staff comments. RECOMMENDATION: Approve the resolution. The church has grown since then and is looking to add on to the existing building at this time and expand the existing parking lot. PROJECT DESCRIPTION The project involves an addition to the existing church building that is proposed to be approximately 2,250 square feet in area. The addition is located on the east side of the building. The project also involves an addition to both the east and south sides of the parking lot for an additional 55 parking stalls, bringing the entire site to a total of 249 parking stalls. ACCESS AND PARKING Two accesses are provided to the site from the public streets. Both of these accesses are existing and will remain the same. One access is provided off of SE LA Grant Parkway and the other access is provided off of SE Pleasant View Drive. A total of 249 parking spaces are provided for this site with the approval of the proposed site plan. This is meeting the parking requirements of the Site Plan Ordinance. SIDEWALKS/TRAILS Public sidewalks exist along both SE LA Grant Parkway and SE Pleasant View Drive. These will r emain the same. A new sidewalk will be provided to the east entrance of the church addition from the parking areas. UTILITIES No new utilities are proposed as part of this site plan. Storm water detention is provided through the existing dry-bottom detention basin located at the northeast area of the property. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 36%. Existing site landscaping will remain or be replaced if located within the proposed addition area. Several new trees will be planted throughout the parking area addition.
