HomeMy WebLinkAbout2018-07-16-J09 Somerset Oaks Phase 2_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 16, 2018 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Somerset Oaks Phase 2 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Somerset Oaks Two, LLC, requests approval of a site plan to allow for the construction of a 16 (16) building, 73-unit townhome development. The subject property is located south of NE Douglas Parkway and west of NE Addison Drive. The units are intended to be rental units. Each building will have three (3) to six (6) units. The buildings will range in size from 5,464 square feet to 10,644 square feet. All buildings will be single story buildings. Access to the units will be provided via private streets. All units will have two car garages on the front of the unit. A 25-foot landscape buffer has been provided around the north, south, and east sides of the development to provide screening from the adjacent land uses. This is the second phase of the Somerset Oaks development which began in 2015 with a total of 100 units. Utilities as well as the street and all other common areas within the development will be privately owned and maintained by the overall property owner. The applicant has provided elevations for proposed buildings on the site which meet the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the July 10, 2018 Commission Meeting and recommended approval subject to remaining staff comments: Approval of a Site Plan for Somerset Oaks Phase 2 (700 NE Douglas Parkway) Senior Planner Andy Kass introduced the request, made by the applicant Somerset Oaks Two, LLC, for approval of a site plan for a townhome development. The subject property is located south of NE Douglas parkway and west of NE Addison Drive, containing approximately 10.20 acres. Mr. Kass advised that this is the second phase of the Somerset Oaks development and would include the construction of 16 new buildings providing a total of 73 townhome units to be single-story rentals. J9 The site plan identifies a mail kiosk for residents on the south side of the development and garbage and recycling service to the units will be provided curbside. Access to the property will be provided off of NE Douglas Parkway and from the west with the extension of an existing private street from the first phase. All public utilities have been extended to the site as part of the improvements with The Landing at Shadow Creek Platy 4, and will be owned and maintained by the ownership group of the development. Storm water management will be provided within two dry bottom detention basins on the east side of the site, and will also be the responsibility of the ownership group. All parking, Parkland, landscape, and open space requirements have been meet. At this time staff recommends approval of the site plan for Somerset Oaks Phase 2 subject to remaining staff comments.  Commissioner Sandie questioned how the parking is going for the first phase. Representative of the applicant, Kelly McIvor, advised that there is not a lot of issue with parking as each unit has a 2 car garage and parking for 2 cars in the associated driveways. No on-street parking is allowed. Commissioner Streit moved to approve the Site plan for Somerset Oaks Phase 2 (700 NE Douglas Parkway). Commissioner Sandie seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few comments. The applicant intends to construct a second phase of the existing Somerset Oaks development that is directly to the west of the subject property. The first phase of Somerset Oaks consisted of 19 buildings with a total of 100 townhome units. PROJECT DESCRIPTION The second phase includes the construction of 16 new buildings with a total of 73 townhome units. Buildings will range in size from 3 units to 6 units per building and will be 5,464 square feet to 10,644 square feet. All units will be for rent and will be single-story. The site plan identifies the mail kiosk for residents to be located on the south side of the development. Garbage and recycling service to the units will be provided curbside so no trash enclosures have been indicated on the site plan. ACCESS AND PARKING Access to the property will be provided on the north side off of NE Douglas Parkway. Additional access is provided on the west side with a connection to an existing street that was constructed as part of the first phase of the development. All streets within the development will be priovately owned and maintained by the owner of the property. A total of 161 parking spaces are required for this development. 2 spaces per unit and 1 space for every 5 units are required. The site plan indicates that a total of 170 spaces are provided across the site. SIDEWALKS/TRAILS A 5-foot-wide sidewalk will be constructed along the south side of NE Douglas Parkway as part of the improvements to the site. Sidewalks will also be provided along one side of the street internal to the development. UTILITIES Utilities were extended to the site as part of the improvements with The Landing at Shadow Creek Plat 4. All utilities internal to the site will be owned and maintained by the ownership group of the development. Storm water management will be provided within two dry bottom detention basins on the east side of the site. The maintenance of these basins will also be the responsibility of the ownership group of the development. July 6, 2018 3 of 3 LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 46%. This site includes 25-foot landscape buffers on the north, south, and east sides of the property. The applicant has provided the required amount of plantings per the landscaping ordinance. ELEVATIONS Three building types are proposed to be constructed throughout the project. The proposed unit types are consistent with each other and are similar to what was constructed in Phase 1. Each building features cultured stone, various vinyl siding and trim, asphalt shingles and gables on the front side. PARKLAND DEDICATION Parkland dedication requirements were satisfied when the final plat for The Landing at Shadow Creek Plat 4 was approved. The developer dedicated the property to the south to the City.
