HomeMy WebLinkAbout2018-08-06-I01A Waukee High School No. 2 Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 6, 2018 AGENDA ITEM: Consideration of approval of a resolution approving final plat for Waukee High School No. 2 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Bishop Engineering has prepared the final plat on behalf of the Waukee Community School District and the City of Waukee for the approximately 160 acres located east of 10th Street and approximately ½ mile north of Hickman Road. The final plat identifies a total of two buildable lots, four street lots and one outlot in the northeast corner that is proposed for the conveyance of storm water through the site. Based upon action completed by the School District to transfer property to the City, the City currently owns all 160 acres of the property for platting purposes. Pending approval of the disposal of the property and following approval and recording of the final plat, the City would deed the proposed Lot 1 back to the Waukee School District. In addition to the lot configuration, several easements have been identified across the plat for various utilities and the conveyance of storm water to the shared detention pond that will be located on Lot 2. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their July 10, 2018 meeting and recommended approval: Approval of a Final Plat for Waukee High School # 2 Senior Planner Andy Kass introduced the request made by the Waukee Community School District for approval of a final plat related to development of a new High School and Recreational City Park. The Subject property is approximately 159.62 acres spread between 2 lots. At this time Street Improvements are scheduled to be City projects starting in 2019. Mr. Kass advised that the reason that the Final Plat was not with the Preliminary Plat and Site plan was due to the final layout for re-platting not being completed. At this time those discussions have reached an end and the project can move forward. At this time staff would recommend approval of the Final Plat for Waukee High School #2 subject to any remaining Staff comments. I1A  Commissioner Tietz questioned if any further discussion on the pedestrian access from Hickman Road to the school site had taken place. Mr. Kass advised that the Director of Development has regular meetings with the school and would be sure to bring it up in those meetings.  Commissioner Hoifeldt added a comment that he felt being proactive over reactive in this setting would be best and looked forward to future updates from those discussions. Commissioner Hoifeldt made a motion to approve the Final Plat for Waukee High School #2. Commissioner Streit seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: At this time, all staff comments related to the final plat have been addressed and the City would recommend approval subject to submittal and review of the legal documents associated with the final plat prior to recording. In February 2018, a bond referendum was approved by voters to finance the construction of the proposed second high school. The School District intends to begin grading and construction of their portion of the property this year with a targeted opening of the high school for the fall of 2021. Improvements to the City sports complex portion of the property are targeted for completion in the spring of 2022. PROJECT DESCRIPTION LOTS The final plat identifies the creation of two lots. Lot 1 is approximately 75 acres in area and is the lot that the proposed second high school and associated athletic fields will be constructed upon. Lot 1 will be owned by the Waukee Community School District. Lot 2 is 66 acres in area and is the future site of the City sports complex. Lot 2 will be owned by the City of Waukee. Lot 2 will also have the storm water retention ponds that will provide regional detention for the high school site and the City sports complex. The ponds will be owned and maintained by the City of Waukee. In addition to the buildable lots, the final plat indicates four street lots and one outlot that will be deeded to the City of Waukee. Beginning in 2020, the City will construct improvements to 10th Street and construct an extension of Sunrise Drive. Future improvements for 4th Street, Sunrise Drive, and Douglas Parkway are slated for either 2021 or 2022. UTILITIES A 12-inch water main will be extended along 10th Street as part of the improvements for the high school. From that 12- inch water main additional water mains will be extended throughout the site and along public streets. The City is in the process of completing a sewer project that will serve the high school, sports complex and additional development to the east and west. These developments will flow to the east to the Little Walnut Creek Lift Station. Storm water for the site will be detained in the regional retention ponds north of the school building. These ponds will be built with the school site, but will be owned and maintained by the City of Waukee. Eventually these ponds will be utilized as an amenity feature within the future City sports complex. Water from the retention ponds will provide an irrigation source for the school site. STAFF RECOMMENDATION Staff recommends approval of the final plat for Waukee High School #2 subject to remaining staff comments, and review of the legal documents.
