HomeMy WebLinkAbout2018-08-06-J08 Shadow Creek Car Wash - Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 6, 2018 AGENDA ITEM: Consideration of approval of a site plan for Shadow Creek Car Wash [870 NE Douglas Parkway] FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a site plan for a 6 bay car wash located at 870 NE Douglas Parkway directly west of the recently opened Casey’s General Store. The car wash is proposed to be self-serve access. Vehicular access is proposed to be provided from both Douglas Parkway as well as NE Addison Drive. The proposed site plan includes significant berming and landscaping along the west property line as well as the north property line. The architecture of the building has been designed to complement other commercial buildings that have already been built within the development. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the site plan request at their July 10, 2018 Meeting. The Commission recommended against the proposed site plan. Approval of a Site Plan for Shadow Creek Car Wash (870 NE Douglas Parkway) Senior Planner Andy Kass introduced the request made by the applicant Shadow Creek II, LLC, for approval of a site plan for a Car Wash. The subject property is located south of NE Douglas Parkway and east of NE Addison Drive containing approximately 1.92 acres. Mr. Kass explained that the property recently received recommendation for approval from the planning and zoning commissioner for a daycare, however, that project has been abandoned by the applicant. The new project is a Carwash approximately 5,975 square feet in area with a total of 6 bays and vacuums to the south of the proposed building. Mr. Kass advised that access to the lot is provided off of NE Douglas Parkway and NE Addison Drive. A total of 18 parking spaces and one accessible parking stall are shown on the site plan. All public utilities have been extended to the property and storm water detention will be provided through the pond located on the south side of the site. all lighting, landscaping, and open space requirements have been met. At this time staff recommends approval of the site plan for Shadow Creek Car Wash subject to remaining staff comments. J8  Commissioner Streit questioned if staff had any concern with the possible noise level considering the proximity to residential zoning. Mr. Kass advised that staff had received some information regarding the sound output which was approximately 35 decibels.  Commissioner Hoifeldt advised that he was not in favor of the proposal and had concerns with the noise level considering that most car washes were 24 hour businesses. He advised that it was questionable before having the commercial so close to residential areas anyway, but with something that has normal business hours or closes at 10, it wasn’t as much of a concern as to the effects on the residential community.  Commissioner Streit clarified that the requirements for notifying surrounding property owners was only required in a rezoning situation. Mr. Kass advised that was correct, surrounding property owners have not been notified of the site plan. Commissioner Hoifeldt advised that the current property owners would be aware it is a commercial development, but that it was the commissions due diligence to make the decision of what type of commercial development fits the area.  Mr. Kass mentioned that the commission could make a motion to table the item to a next meeting in order for staff to notify surrounding property owners, and for the applicant to provide more information on the noise levels at the property line.  A representative for the applicant advised that he would like for the commission to put the item to a vote, if possible. Commissioner Hoifeldt addressed the request, advising that the commission could vote, but if it was not given a recommendation by the commission, then the project would need a 4/5ths vote to pass the City Council. The representative acknowledged the fact and requested the vote. Commissioner Hoifeldt moved to approve the Site Plan for Shadow Creek Car Wash ( 870 NE Douglas Parkway). Commissioner Streit Seconded the motion. Ayes: none. Nays: Ward, Sandie, Streit, Tietz, and Hoifeldt. Motion Fails. STAFF REVIEW AND COMMENT: The property which is located along Douglas Parkway and adjacent to NE Addison Drive is unique in that it shares a public street with four adjacent single family homes to the west. It should be noted that there has been no notification provided to adjacent landowners as a part of this request because this is a site plan and not a rezoning application. The allowable uses on this property were established as a part of the rezoning process for the property that was completed a couple of years ago. Because this is a site plan issue and not a zoning issue, only a simple majority of the City Council is required for approval even without a positive recommendation from the Planning and Zoning Commission. In working with the applicant, they pushed the building to the very east end of the site in order to maximize the amount of open space and distance to the residential to the west. In doing so, this creates an approximately 205-foot separation between the car wash operation and the closest house. In addition, the developer has proposed an approximately seven-foot earthen berm with significant landscaping along Addison Drive. A total of 53 trees are proposed between the building and NE Addison Drive which includes a total of 18 evergreens directly adjacent to NE Addison Drive. The applicant and their representatives will be on hand at the City Council Meeting to further discuss the concerns presented by the Commission as well as to present additional information regarding operations and sound generated from the business. The daycare project never moved forward and the applicant has since come back for a site plan approval of the current project for a car wash. PROJECT DESCRIPTION The project involves the construction of a carwash building that is proposed to be approximately 5,975 square feet in area. A monument sign is planned at the northwest corner of the site. The site plan also identifies vacuums to the south of the proposed building and a trash enclosure at the southeast corner of the site. ACCESS AND PARKING Two accesses are provided to the site from the public streets. One access will be provided off of NE Douglas Parkway through the shared access for the other commercial sites within this development. The other access is provided off of NE Addison Drive. A total of 18 parking spaces are required for this facility, this includes 6 spaces for wash bays and 12 queuing spaces (2 per bay). The total amount of parking proposed is 18 spaces plus one accessible parking stall in front of the building. The proposed site plan meets the parking requirements of the ordinance. SIDEWALKS/TRAILS A 5 foot wide sidewalk will be constructed along both the north and west sides of the site along NE Addison Drive and NE Douglas Parkway. A pedestrian connection into the site is being provided from the sidewalk along NE Douglas Parkway. UTILITIES This site will be serviced with all public utilities. Storm water detention will be provided through the detention pond located on the south side of the site. July 5, 2018 3 of 3 LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 47%. This site includes landscape buffers on the north, south, and west sides of the property. The buffer requirement along the north is 25 feet and the buffer requirements along the west and south is 30 feet. A substantial berm is being provided along the west side of the site, adjacent to NE Addison Drive. The applicant has provided the required amount of plantings per the landscaping ordinance. ELEVATIONS The proposed building is a single story building. The elevations of the building are proposed to be constructed of cultured stone, cement paneling, architectural metal paneling, Nichiha panel siding and storefront glazing. The trash enclosure, located just south of the building, will also be constructed of the same masonry block material to match the building. The building materials proposed for this building are the same as the Shadow Creek Shopping Center building located on the site to the southeast of the subject property. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the lighting requirements of the Site Plan Ordinance.
