FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 26-acre subdivision located west of 6th Street and
south of Northview Drive. The proposed final plat includes a total of 75
lots for single family residential development. All lots meet or exceed he
R-2 zoning district requirements. Access to the development is provided
via Gray Avenue, 8th Street, and 9th Street.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:The Planning and Zoning
Commission reviewed the request at their meeting on June 12, 2018
and recommended approval:
Approval of a Final Plat for Clayton Estates Plat 2
Director of Development Services, Brad Deets, introduced the request made by the applicant
Jerry’s Homes, Inc., for a Single family residential subdivision. The property is generally located
west of 6th Street and south of Northview Drive, containing approximately 26 acres. The final plat
identifies a total of 75 lots and 2 out lots. The lots range in size from 9,098 square feet to 13,607
square feet and meet the minimum requirements within the R-2 zoning district. Out lot Z will be
dedicated to the City for parkland dedication. Out lot Y will be dedicated to the City for future
10th street improvements.
Mr. Deets advised that public utilities have been extended throughout the plat. Storm water
detention is provided for in the regional detention pond located at the corner of 6th street and
University Avenue which is owned and maintained by the City of Waukee. Out lot Z will serve as
parkland dedication to the city and completes the total required dedication for the development.
At this time staff recommends approval of the final plat for Clayton Estates Plat 2 subject to
remaining staff comments, review of the legal documents, and completion of public
improvements.
Commissioner Streit questioned if 10th street would be directly adjacent to the back of
this property. Mr. Deets advised there would be a small portion on the south of the
property that was necessary for dedication to aid in the alignment of the street.

Commissioner Tietz questioned on the layout of the parkland. Mr. Deets advised it was
more to accentuate the current school playground. There is a trail within the park, and a
small segment will contain a playground as well.
Commissioner Hoifeldt moved to approve the Final Plat for Clayton Estates Plat 2.
Commissioner Ward seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, and Hoifeldt. Nays:
None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the R-2 Zoning District and the
comprehensive plan.
RECOMMENDATION: Staff recommends approval of the Final Plat.

APPROVING THE FINAL PLAT FOR CLAYTON ESTATES PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, RMCA, L.L.C., has requested final approval of Clayton Estates Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on June 12, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Clayton Estates Plat 2 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
20th day of August, 2018, that the Final Plat for Clayton Estates Plat 2 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1.Warranty Deed;
2.Warranty Deed;
3.Overland Flowage Easement;
4.Sanitary Sewer Easement;
5.Public Utility Easement;
6.Storm Sewer Easement; and
7.Landscape Buffer Easement

HISTORY
This is the second and final plat for the Clayton Estates development. The developer, Jerry’s Homes, Inc., completed the
first plat in 2017 which included a total of 37 single family lots. This property was formerly owned by the City of
Waukee and was sold to the developer in 2016.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 75 lots and two (2) outlots. All planned lots are intended for single family development
and meet the minimum requirements in the R-2 zoning district. The lots range in size from 9,098 square feet to 13,607
square feet. The lots widths range from 65 feet to 72 feet. Table 1 lists the minimum requirements for the R-2 zoning
district. Outlot Z will be dedicated to the City for parkland dedication. Outlot Y will be dedicated to the City for future
10th Street improvements.

STREETS AND TRAIL
As part of the public improvements the developer has installed extensions of 8th Street, 9th Street, Waukee Avenue, and
Gray Avenue. No trails are included as part of the development. Five-foot-wide sidewalks will be constructed as part of
each lot development.
UTILITIES
Utilities have been extended throughout the plat. Each lot will be served by public water, sanitary sewer, and storm
sewer. Storm water detention is provided for in the regional detention pond located at the corner of 6th Street and
University Avenue. This pond is owned and maintained by the City of Waukee.
PARKLAND
Outlot Z is being dedicated to the City to satisfy parkland dedication requirements for the development. A portion of
Outlot Z was dedicated to the City with Plat 1, but the overall acreage of the parkland is 2.47 acres. The required
dedication is 2.01 acres.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Clayton Estates Plat 2 subject to remaining staff comments, review of the
legal documents, and completion of public improvements.
