HomeMy WebLinkAbout2018-08-20-J07 Indi Run Plat 1_Final PlatAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 20, 2018 AGENDA ITEM:Consideration of approval of a resolution approving final plat for Indi Run Plat 1 FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for an approximately 10.56-acre subdivision located west of Warrior Lane and north of Hickman Road. The proposed final plat includes a total of 39 lots for residential development. A total of 17 lots are intended for single family residential development and the remaining 22 lots are intended for detached townhome development (single family homes where the common areas are owned and maintained by a homeowners association). Access to the development is provided via NW Sunrise Drive and NW Gracewood Drive. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT:The Planning and Zoning Commission reviewed the request at their meeting on June 12, 2018 and recommended approval: Approval of a Final Plat for Indi Run Plat 1 Director of Development Services, Brad Deets, introduced the request for approval of a Final Plat which was made by the applicant Indi Run, LLC. The Subject property is generally located west of Warrior lane and North of the Waukee Family YMCA, containing approximately 10.56 acres. The Final plat indicates 39 lots and one out lot. 17 of the lots are intended for single family residential development and range in size from 8,775 square feet to 13,001 square feet. The remaining 22 lots will be developed for detached townhomes with lots ranging from 4,980 square feet to 8,447 square feet. Out lot z will be dedicated to the city to satisfy parkland requirements and out lot Y will be dedicated to the City for future 10th street improvements. Public improvements are currently being completed to phase 1 of the project and will extend to phase 2 in the future, and all utilities have been extended throughout the plat. Storm water detention is provided for in two basins on the west side of the overall development which will be maintained by the homeowners association. At this time staff recommends approval of the final plat for Indi Run Plat 1 subject to remaining staff comments and review of legal documents. J7 Commissioner Tietz questioned where the drainage would be located. Mr. Deets, the green areas defined the detention locations to the west. Commissioner Tietz questioned if the townhomes would be like other recently approved projects. Mr. Deets advised they would be a little different as they were detached, 2 story, with the rear loaded garages. Similar to the product in Glynn Village just not attached. Commissioner Streit moved to approve a Final Plat for Indi Run Plat 1. Commissioner Hoifeldt seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the R-2 and R-4 Zoning Districts and the comprehensive plan. Location and Size: Property is generally located west of Warrior Lane and north of the Waukee Family YMCA, containing approximately 10.56 acres. The applicant, rezoned and preliminary platted the development in 2017. The total number of lot intended for the two phase development is 77 lots for single family residential and detached townhome development. Improvements to the second phase of the development are underway. PROJECT DESCRIPTION LOTS The final plat identifies a total of 39 lots and one (1) outlot. 17 of the lots are intended for single family residential development. These lots range in size from 8,775 square feet to 13,001 square feet. The lots widths range from 65 feet to 79 feet. Table 1 lists the minimum requirements for the R-2 zoning district. Outlot Z will be dedicated to the City for parkland dedication. Outlot Y will be dedicated to the City for future 10th Street improvements. Table 1: Standard R-2 requirements. In the rezoning process a Planned Development Overlay was adopted to allow for these home types. The lot areas range from 4,980 square feet to 8,447 square feet. No trails are included as part of the development. Five-foot-wide sidewalks will be constructed as part of each lot development. UTILITIES Utilities have been extended throughout the plat. Each lot will be served by public water, sanitary sewer, and storm sewer. Storm water detention is provided for in two detention basins on the west side of the overall development. These ponds will be owned and maintained by the homeowners association. PARKLAND Parkland dedication will be provided for with Plat 2 of the development. A total of 1.29 acres are required. The developer will dedicate a portion of the greenway on the west side of the overall development for the City to develop a greenbelt trail. STAFF RECOMMENDATION Staff recommends approval of the final plat for Indi Run Plat 1 subject to remaining staff comments, review of the legal documents, and completion of public improvements.
