HomeMy WebLinkAbout2018-08-20-J10 Waukee Market Place Plat 2_Final PlatAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 20, 2018 AGENDA ITEM:Consideration of approval of a resolution approving final plat for Waukee Market Place Plat 2 FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for an approximately 4.16-acre subdivision located west of SE Alice’s Road and south of Hickman Road. The proposed final plat includes a total of three (3) lots for commercial development. Previously the subject property was platted as two (2) lots with Waukee Market Place Plat 1. The developer now requests to replat the two (2) existing lots into the three (3) lots. Access to the development will be provided off of existing access points along Hickman Road and a proposed access off of SE Alice’s Road. No public streets will be constructed as part of the plat improvements. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT:The Planning and Zoning Commission reviewed the request at their meeting on July 24, 2018 and recommended approval : Approval of a Final Plat for Waukee Market Place Plat 2 Senior Planner, Andy Kass, introduced the request made by the applicant, Hurd Waukee, LLC, for approval of a commercial/ retail subdivision. The subject property is Approximately 4.16 acres in area and located south of Hickman road and west of SE Alice’s Road. The property is currently divided into 2 lots, the applicant is looking to divide these two lots into three. There are no new street extensions are necessary for the request. At this time staff would recommend approval of both the Preliminary and Final plats for Waukee Market Place Plat 2. Commissioner Hoifeldt questioned if there is a full access off of Hickman Road. Mr. Kass advised that there were full accesses into the entire development. One of off Hickman on the west end of the development, and at the intersection of SE Laurel Street and SE Alice’s Road. Commissioner Broderick questioned if SE Laurel would remain a private street. Mr. Kass advised that at this time it may meet public street standards, but would be privately owned and maintained. Commissioner Hoifeldt questioned about the storm water drainage. Mr. Kass advised that it drains north east into the Hickman Road Storm Sewer. J10 Commissioner Broderick questioned why there is a road with a small jog out. Ed Arp, a representative of the applicant, advised that it is necessary for the project that is slated to go there, which would be better explained on a site plan. Commissioner Streit made a motion to approve the final plat for Waukee Market Place Plat 2. The motion was seconded by commissioner Hoifeldt. Ayes: Ward, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the C-1 Zoning District and the comprehensive plan. Staff is working with the applicant to address the last few remaining comments. RECOMMENDATION: Staff would recommend approval of the Final Plat subject to remaining staff comments. ATTACHMENTS: I. Location and Size: Property is generally located south of Hickman Road and west of SE Alice’s Road containing approximately 4.16 acres more or less. The property included within the plat was platted in 2016 as part of Waukee Market Place Plat 1. The property owner has chosen to replat Lots 6 and 7 of Plat 1 into three lots to allow for additional commercial development. PROJECT DESCRIPTION LOTS The preliminary plat and final plat identify a total of three (3) lots for commercial/retail development. The lot range in size from 1.28 acres to 1.48 acres in area. Bulk regulations for the C-1 Zoning District are provided in Table 1. All proposed lots meet the minimum requirements of the C-1 zoning district. The developer will install portions of the access drives that will connect with existing drives to the west and a right-in/right-out access will be installed off of SE Alice’s Road between Lots 1 and 2. As part of the Phase 5 Alice’s Road improvements a 10-foot trail will be extended along the west side of the street. July 20, 2018 3 of 3 UTILITIES Utilities will be extended to service the proposed plat as part of the public improvements. Sanitary sewer and public water main will be extended from the north to service the individual lots. Each lot will be required to provide its own storm water management as development occurs. EASEMENTS All proposed easements have been indicated on the preliminary plat and final plat. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat and final plat are in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan.
