AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Lot 2,
Waukee Market Place Plat 2 (150 SE Alice’s Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Hurd Waukee, LLC, requests approval of a site plan to
allow for the construction of a single-story, restaurant building for IHOP. The
building is approximately 4,571 square feet in area, located at 150 SE Alice’s
Road. A trash enclosure is incorporated into the building at the southwest
corner and a monument sign is proposed on the east side of the site.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site
Development and Building Standards Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the August 14, 2018 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Lot 2 of Waukee Market Place Plat 2 (150 SE Alice’s R oad)
City Planner Melissa DeBoer, introduced the request made by the applicant Hurd Waukee, LLC. The
applicant is requesting approval of a site plan for a restaurant generally located south of Hickman
Road and west of SE Alice’s road.
Mrs. DeBoer advised the project would involve the construction of a single story, restaurant building
for IHOP, approximately 4,571 square feet in area. The trash enclosure is incorporated into the
building in the South West corner and a monument sign is shown to be located on the east side of the
site. Access to this site is provided off if SE Alice’s Road with additional accesses provided through
shared ingress/egress easements throughout the development. All parking, landscaping, open space,
and lighting requirements have been satisfied at this time. Public utilities will be available to the site,
and storm water detention will be provided in the basins located along the east side of the site.
At this time staff recommends approval subject to remaining staff comments.
Commissioner Sandie questioned what the hours would be. Mrs. DeBoer advised the
restaurant may be a 24 hour operation.
Commissioner Hoifeldt questioned if the road between the building and SE Alice’s Road was
the shared ingress. Mrs. DeBoer advised it was the proposed shared road for this site and the
carwash site directly to the south.

Commissioner Tietz questioned if it would have been better to put the access directly off of SE
Alice’s Road at the carwash. Mr. Deets addressed the question stating that the access off of SE
Alice’s Road will connect with the private road that cuts through the development.
Commissioner Sandie moved to approve a site plan for Lot 2 of the Waukee market Place plat 2 (150
SE Alice’s Road) Subject to remaining staff comments. Commissioner Ward seconded the motion.
Ayes: Ward, Sandie, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few
comments. Staff recommends approval subject to remaining staff comments.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR LOT 2, WAUKEE MARKET PLACE PLAT 2 (150
SE ALICE’S ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a dul y organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Lot 2, Waukee Market Place Plat 2, subject to remaining staff comments on
August 14, 2018; AND,
WHEREAS, the Site Plan for Lot 2, Waukee Market Place Plat 2 is in general conformance with
§304 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for Lot 2, Waukee Market Place Plat 2 is in general conformance with
§301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 20th day of August, 2018 that the Site Plan for Lot 2, Waukee Market Place Plat 2 is
approved.

PROJECT DESCRIPTION
The project involves the construction of a single-story, restaurant building for IHOP. The building is proposed
to be approximately 4,571 square feet in area. A trash enclosure is incorporated into the building at the
southwest corner. A monument sign is shown to be located on the east side of the site adjacent to SE Alice’s
Road.
ACCESS AND PARKING
The main access to this site is provided off of SE Alice’s Road. Additional accesses are provided through
shared ingress/egress easements across the entire Waukee Market Place development.
A total of 69 parking spaces are required for this facility, this includes 15 spaces per 1,000 square feet of
building area. The total amount of parking proposed is 69 spaces. The proposed site plan meets the parking
requirements of the ordinance.
SIDEWALKS/TRAILS
A 10 foot wide trail will be constructed along SE Alice’s Road with the City’s improvements project. A five
foot wide sidewalk will provide pedestrians access from the trail into the subject site.
UTILITIES
This site will be serviced with all public utilities. Storm water detention will be provided in detention basins
located along the east side of the site.

LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 24%. The applicant has provided the required amount of plantings per the landscaping ordinance.
ELEVATIONS
The proposed building is a single story building. The elevations of the building are proposed to be constructed
of stone, EIFS, architectural metal panels, fiber cement, and a storefront glazing system. Blue fabric awnings are
proposed above the windows on the east and south elevations.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Lot 2, Waukee Market Place Plat 2 subject to remaining staff
comments.
