The building is approximately 5,030 square feet in area, located at 180 SE Alice’s Road. A trash enclosure is proposed at the southwest corner of the site. Vacuums are proposed in the parking lot, located south of the building. The applicant has provided elevations for the proposed building on the site, which meets the intent of the architectural guidelines within the Site Development and Building Standards Ordinance. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the August 14, 2018 Commission Meeting and recommended approval subject to remaining staff comments: Approval for a Site Plan for Tommy’s Carwash (180 SE Alice’s Road) City Planner, Melissa DeBoer, introduced the request made by the applicant, TCWI. The applicants are requesting approval of a site plan for the property located south if Hickman Road and west of SE Alice’s road for the construction of a Car Wash. Mrs. DeBoer advised that the project would involve the construction of a building approximately 5,030 square feet in area, with vacuums to the south of the building and a trash enclosure at the southwest corner of the site. Access is provided through shared ingress, egress private drives within the Waukee market Place Plat 2 development. All parking, landscaping, open space, and lighting requirements have been satisfied at this time. Public utilities will be available to the site, and storm water detention will be provided in the basins located along the east side of the site. Staff recommends approval of the site plan for Tommy’s Carwash subject to remaining staff comments.  Commissioner Tietz questioned what the intended flow of traffic is for the site. A representative of the Applicant, Mike, advised that the intent is to wrap to the front of the building, wash the car, use the vacuums, and exit.  Commissioner Hoifeldt questioned the purpose of the unique shape of the building. Mr. Mike advised that it is a franchise building so the look is consistent with other buildings. It is a J12 conveyor system with 3 pay lanes, ability for app based payments, and the choice of one time washes or a monthly subscription.  Commissioner Tietz questioned what the hours of operation would be. Mr. Mike advised the hours had not been worked out yet, but the operation would not be open overnight. More than likely, a seasonal based hour schedule would be created such as 7am to 8 pm.  Commissioner Sandie questioned where the next full access was on SE Alice’s Road. Director of Development, Brad Deets, advised the full access into the sight would be at the intersection of SE Alice’s Road and SE Laurel Street, which would be a lighted intersection. Commissioner Streit moved to approve a Site Plan for Tommy’s Carwash (180 SE Alice’s Road) subject to any remaining staff comments. Commissioner Hoifeldt seconded the motion. Ayes: Ward, Sandie, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few comments. The site plan also identifies vacuums to the south of the proposed building and a trash enclosure at the southwest corner of the site. ACCESS AND PARKING Access to this site is provided through shared ingress/egress private drives within the Waukee Market Place Plat 2 development. One drive is located on the east of the building and the other on the west. The main access into the plat is from SE Alice’s Road, located to the north of the subject property. A total of 11 parking spaces are required for this facility, this includes 2 spaces per 1,000 square feet of building area. The total amount of parking proposed is 14 spaces including 1 accessible space. The applicant has also provided adequate queuing space for the site. The proposed site plan meets the parking requirements of the ordinance. SIDEWALKS/TRAILS A 10 foot wide trail will be constructed along SE Alice’s Road with the City’s improvements project. A five foot wide sidewalk will provide pedestrians access from the trail into the subject site. Five foot wide sidewalks provide pedestrians access throughout the subject site and connect to the neighboring lots in order to continue pedestrian access throughout the development. August 10, 2018 3 of 3 UTILITIES This site will be serviced with all public utilities. Storm water detention will be provided in detention basins located along the east side of the site. LANDSCAPING & OPEN SPACE A minimum of 20% of the project area is required to be open space. The total amount of open space proposed is 32%. The applicant has provided the required amount of plantings per the landscaping ordinance. ELEVATIONS The proposed building is a single story building. The elevations of the building are proposed to be constructed of a large variety of materials. The materials include prefinished metal panels in a red color, cement board panels, prefinished metal coping, aluminum flat stock in black, a metal panel system, split faced concrete masonry unit, and a storefront glazing system. An acrylic roof system is proposed. MISCELLANEOUS: The applicant has submitted a photometric plan and associated light fixture cut sheets.
