HomeMy WebLinkAbout2018-09-04-H01 Stratford Crossing_Rezoning_PHAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 4, 2018 AGENDA ITEM:On an ordinance to amend Chapter 301, Zoning Ordinance, City of Waukee, Iowa by rezoning and changing certain property therein from R-4 (Row Dwelling & Townhome District) to R-3 (Multi-Family Residential District), R-2 (One & Two Family Residential District) to R- 4 (Row Dwelling & Townhome District), R-4 (Row Dwelling & Townhome District) to R-2 (One & Two Family Residential District), and R-3 (Multi-Family Residential District) to C-1 (Community & Highway Service Commercial District) a parcel to be known as Stratford Crossing. FORMAT:Public Hearing SYNOPSIS INCLUDING PRO & CON: The property owner, Stratford Crossing, LLC, requests approval for a rezoning of approximately 0.89 acres of property located north of Hickman Road and west of N. 10th Street. The purpose of the request is to correct overlapping zoning that has resulted from adjustments to road alignments within the proposed development. Two road alignments within the development had to be shifted to the north so that they would align properly with the roads and access points proposed as part of the High School/Sports Complex project immediately to the east. The overall concept on the property has not changed significantly from what was proposed at the time of the initial rezoning in 2017. The rezoning will prevent future lots from being split zoned. COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their August 28, 2018, meeting and recommended approval. Approval of a Rezoning related to a Change from R-4 (Row Dwelling & Townhome District) to R-3 (Multi-Family Residential District), R-2 (One and Two Family residential District) to R-4 ( Row Dwelling and Townhome District), R-4 (Row Dwelling and Townhome District) to R-2 (One and Two Family residential District), and R-3 (Multi- Family Residential District) to C-1 ( Community & Highway Service Commercial District) [Stratford Crossing] City Planner, Andy Kass, introduced the request made by the applicant Stratford Crossing, LLC. The Request, if approved, would clean up the zoning of the subject property that has been displaced due to a realignment of the future street network. The property is generally located north of Hickman Road and west of North 10th Street, and would affect an area that totals 9/10ths H1 of an acre. Mr. Kass advised that the north-east commercial lot is most effected by the street move, but still provides a buildable lot. At this time staff would recommend approval of the rezoning as it is in general conformance with the Comprehensive Plan and the original development plan for Stratford Crossing. Commissioner Streit questioned how much the roads moved. Mr. Kass advised that the shift was around 80-100 feet. Commissioner Streit moved to approve a rezoning related to a Change from R-4 (Row Dwelling & Townhome Distrcit) to R-3 (Multi-Family Residential District), R-2 (One and Two Family residential District) to R-4 (Row Dwelling and Townhome District), R-4 (Row Dwelling and Townhome District) to R-2 (One and Two Family residential District), and R-3 (Multi-Family Residential District) to C-1 (Community & Highway Service Commercial District) [Stratford Crossing]. Commissioner Broderick seconded the motion Ayes: Ward, Sandie, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: The proposed rezoning is in general conformance with the Comprehensive Plan and the original development plan for Stratford Crossing. The property was rezoned in fall 2017 to its current zoning designations. Since the initial rezoning the layout of the development has had to slightly change in regards to street alignments of NW Stratford Drive and NW Sunrise Drive. The alignments of these streets have had to be adjusted so that they will align properly with streets and access po ints on the east side of 10th Street associated with the development of the high school/sports complex. City staff worked with the applicant to get the streets aligned properly, but in the process some of the lot layouts and zoning also changed and now overlap with proposed future lot lines. The rezoning request will make the areas with overlapping zoning consistent with the overall original development plan and will prevent future lots from being split zoned. No lots are proposed to be added or subtracted from the overall development. PROJECT DESCRIPTION The proposed rezoning identified four (4) individual areas to be rezoned. Area A, includes a total of 0.06 acres to be rezoned from R-4 (Row Dwelling & Townhome District) to R-3 (Multi-Family Residential District). Area B, includes a total of 0.03 acres to be rezoned from R-2 (One & Two Family Residential) to R-4 (Row Dwelling & Townhome District), Area C, includes a total of 0.43 acres to be rezoned from R-4 (Row Dwelling & Townhome District) to R-2 (One & Two Family Residential District). Area D, includes a total of 0.37 acres to be rezoned from R-3 (Multi-Family Residential District) to C-1 (Community & Highway Service Commercial District). STAFF RECOMMENDATION The proposed rezoning is in general conformance with the Comprehensive Plan and the original development plan for Stratford Crossing. Staff recommends approval of the rezoning.
