AGENDA ITEM:Consideration of approval of a resolution awarding grant funding to
Warmouth Family, Inc., as part of the City of Waukee Downtown Façade
Improvement Program
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: Staff has received an application for the Façade
Improvement Program from Warmouth Family, Inc., owner of property located at 380 6th Street. The
submitted application is requesting matching funds in the amount of $7,500.00 for the recent front
façade improvements to the Waukee Hardware. As stated in the adopted Façade Improvement Program
criteria, doors, siding, and windows are within the permitted scope of work to receive funding from the
program. The work has already been completed, but the work and bidding process were done in
compliance with the program policies.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:The Council had previously
approved the use of TIF dollars in the amount of $30,000 toward the
Downtown Façade Improvement Program with a maximum award of $7,500
and not to exceed 50% of the total cost of improvements. The application
related to Warmouth Family Inc., is in the amount of $7,500.00 and is less
than 50% of the total façade improvement costs.
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: The current program includes review of applications by the
Downtown Design Committee. Unfortunately, staff was unable to convene a
meeting with a quorum of the Committee due to current make-up of the
Committee. In consideration of the two current applications, staff is
recommending that the City Council approve the applications without the
Committee’s consent. Staff will be presenting a recommendation for changes
to the program and committee structure at the September 17th regular Council
Meeting. Staff would recommend approval of the Façade Improvement
Grant.

APPROVAL OF A GRANT AWARD TO WARMOUTH FAMILY, INC. [380 6TH
STREET] AS PART OF THE DOWNTOWN FAÇADE IMPROVEMENT PROGRAM
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, on March 5, 2012, the Waukee City Council approved a Downtown Façade
Improvement Program (Resolution #12-50) to make financial assistance available to
businesses, organizations, and property owners within Downtown Waukee for the
preservation, maintanence, and general improvement of the physical appearances of their
properties thereby creating an environment that is aesthetically pleasing and facilitates an
increase in pedestrian traffic; AND,
WHEREAS, on October 24, 2011 the Waukee City Council approved the Downtown Design
Guidelines (Resolution #11-202) that provide guidance for the exterior appearance of
properties within specified areas of the Downtown; AND,
WHEREAS, Warmouth Family, Inc., owner of Waukee Hardware at 380 6th Street, has
submitted a Façade Improvement Program Application requesting grant funding in the
amount of $7,500.00 equal to 7% of the total project costs associated with façade
improvements; AND,
WHEREAS, the Façade Improvement Program Application submitted for the façade
improvements of the building is in conformance with the guidelines, terms, and conditions set
forth in the Downtown Façade Improvement Program; AND,
WHEREAS, Façade Improvement Program Grants are awarded as a reimbursement for the
actual costs incurred by the applicant after the project has been completed; AND,
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session
this 4th day of September, 2018 that a Grant Award in the amount of $7,500.00 is approved
for the façade improvements at 380 6th Street.
