FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:Pay grade remains the same at D5. COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommends approval of the revised job description. Lyon Human Resource Director Page 1 Council Approved 09-21-15 Revised 05-21-18 City of Waukee JOB DESCRIPTION Job Title: Human Resource Director Reports To: City Administrator Dept/Div: Human Resources (HR) Direct Reports: HR Specialist, HR Assistant Union Status: Non-Represented FLSA Status: Exempt – Executive Pay Grade: D5 JOB PURPOSE: The Human Resource Director holds full responsibility to plan, develop, implement and coordinate the ongoing activities of the Human Resource Department including all human resource functions of the City in support of the City’s strategic direction maintaining compliance with all local, state and federal laws and regulations. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Leads and directs the HR Department to support all City Departments and provides a professional resource for all employment issues including coaching, corrective action, performance reviews and compliance with all employment laws. 2. Develops and administers the operations budget of the Human Resources Department. 3. Develops and administers general training program and coordinates employee events. 4. Responsible for recruitment, pre-employment checks, interview process, exit interviews, FMLA, COBRA and unemployment hearings. 5. Maintains and disseminates current job descriptions, employee handbook, policies, administrative rules and organization wide standard operating procedures. 6. Leads the City’s wellness and safety initiatives, manage all workers’ compensation claims and administer drug testing program under DOT and PHMSA guidelines. 7. Administers the City’s employee benefit program including insurance and retirement benefits. 8. Develops and administers the city’s position classification system and pay plans. 9. Coordinates labor relations activities for collective bargaining, provides guidance on grievance and contract interpretation, and acts as the City Administrator’s designee in grievance appeals and hearings. Initiates internal investigations related to all personnel issues (represented and non-represented). 10. Performs other duties or assumes other responsibilities as apparent or assigned. Establish open-minded, trustworthy, and bias-free focused communication to ensure a welcoming and inclusive environment. 7. Seek to improve the effectiveness or efficiency of all City operations with positive and creative approaches to challenges. 8. Safeguard confidential information and use it or disclose it only as expressly authorized or specifically required in the course of performing specific job duties. 9. Contribute to overall City effectiveness by providing critical staff support to task forces and by participating, as necessary, in assisting all other teams. 10. Attentive to the City’s standards for customer service, accuracy, quality, efficiency and all City policies and procedures ensuring that all work performed and all staff members meet those standards while exhibiting consistent treatment of all staff. Human Resource Director Page 2 Council Approved 09-21-15 Revised 05-21-18 QUALIFICATIONS: 1. Bachelor’s degree required. Master’s degree or equivalent experience in related field preferred. 2. SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) Certification and/or Certified Labor Relations Professional (CLRP) preferred. 3. Municipality experience preferred. 4. A minimum of five (5) years of successful related experience. 5. Considerable knowledge of federal and state employment laws, regulations and best practices. 6. Access to transportation with insurance at required state levels to conduct business throughout the assigned area. PHYSICAL REQUIREMENTS: 1. Able to effectively present information and respond to questions from groups of directors, staff, colleagues, elected officials and the general public. 2. Able to prepare and present accurate and reliable reports containing findings and recommendations. 3. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 4. Able to sit for long periods of time and to maintain focus on project such as computer screen. 5. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community. WORKING CONDITIONS: 1. Climate-controlled office with hazards typical of that environment; minimal outdoor work is required. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Standard work hours will be Monday – Friday and position will often include meetings, presentations and events during weekends and evenings. 4. To successfully fulfill the essential functions of this position, employee must maintain standard work hours within the Human Resource Department. 5.
