HomeMy WebLinkAbout2018-09-17-J07 Legacy Pointe at Waukee Plat 8_Final PlatAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 17, 2018 AGENDA ITEM:Consideration of approval of a resolution approving final plat for Legacy pointe at Waukee Plat 8 FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for an approximately 4.75-acre subdivision located at the northeast corner of SE Legacy Pointe Boulevard and SE Holiday Crest Circle. The proposed final plat includes a total of 22 lots for two-family (duplex) residential development. One outlot in the northeast corner of the property will be utilized for storm water detention. This outlot will be owned by the homeowners association. As part of the public improvements SE Silver Pointe Drive was extended to provide access to the lots. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT:The Planning and Zoning Commission reviewed the request at their meeting on September 11, 2018 and recommended approval: Approval of a Final Plat for Legacy Pointe at Waukee Plat 8 City Planner, Melissa DeBoer, introduced the request made by J Larson Homes, LLC for the approval of a final plat for a townhome residential subdivision. The property is generally located at the northeast corner of SE Legacy Pointe Boulevard and SE Holiday Crest Circle, containing approximately 4.75 acres. Currently the plat shows 11 lots in which 2 units were planed per lot. With this final plat, the applicant is splitting the lots so that each unit has its own assigned lot, creating a total of 22 lots. The lots range in size from 4800 to 13,000 square feet. Mrs. DeBoer advised that outlot A is dedicated to storm water detention and that outlot B has been deeded to the property owner to the south, who’s deck is built over the property Line. The final plat indicates one street to be constructed, SE Silver Pointe Drive. All utilities have been extended to the property. At this time Staff recommends approval subject to any remaining staff comments. Commissioner Hoifeldt questioned where the storm water eventually drains to after reaching Outlot A. John Larson, a representative of the Applicant, advised that it eventually drains to the west. J7 Commissioner Tietz questioned about the greyed “outlot” notation on Lot 4. Mrs. DeBoer advised that was a label from the previous plat and would be removed for recording. Commissioner Broderick moved to approve the Final Plat for Legacy Pointe at Waukee Plat 8 subject to any remaining staff comments. Commissioner Hoifeldt seconded the motion. Ayes: Sandie, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the R-3 / PD-1 Zoning Districts and the comprehensive plan. At that time the property was owned by Ewing Land Development and Services, LLC and the Developer was CAJM Investments. The property has since been sold to the current owner, J Larson Homes, LLC. The approved preliminary plat indicated a total of 11 lots, with each lot containing one building with two units. The current plat identifies a total of 22 lots, splitting each building in half in order to allow for one unit per lot. The total number of units of 22 remains the same as originally proposed. PROJECT DESCRIPTION LOTS The final plat identifies a total of 22 lots for townhome residential development. The lots range in size from 0.11 acres to 0.30 acres (from approximately 4,800 to 13,000 square feet). The final plat also identifies two outlots, Outlot A and Outlot B. Outlot A is 0.43 acres and will be used for detention to be owned and maintained by a homeowner’s association. Outlot B is 158 square feet and will be transferred to the owner of Lot 23 of Legacy Pointe at Waukee Plat 1, as the patio that is attached to the existing house on Lot 23 is over the property line. STREETS AND TRAIL As part of the public improvements, the developer has installed SE Silver Pointe Drive, which ends in a cul-de-sac. SE Silver Pointe Drive is 25 feet in width. No trails are included as part of the development. Five-foot wide sidewalks will be constructed on both sides of the street as the individual lots develop. UTILITIES Utilities have been extended throughout the plat. Storm water in this plat will be collected in a detention pond located on Outlot A in the northeast corner of the plat. STAFF RECOMMENDATION Staff recommends approval of the final plat for Legacy Pointe at Waukee Plat 8 subject to remaining staff comments, review of the legal documents, and completion of public improvements.
