HomeMy WebLinkAbout2018-09-17-J08 The Palms Theatres_Site Plan AmendmentAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 17, 2018 AGENDA ITEM:Consideration of approval of a resolution approving a site plan amendment for The Palms theatres [200 NE Westgate Drive] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: Fridley Properties, LLC, requests approval of an amendment to the site plan that the City Council approved in early 2018 for The Palms Theatres. The amendments to the site plan include parking space revisions, access to the trash enclosure, adjustments to access drives, landscape revisions, and most significant, the proposed addition of two solar arrays on the south side of the parking lot. The proposed solar arrays will provide electrical power to the theater. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed this project at the September 11, 2018 Commission Meeting and recommended approval subject to remaining staff comments: Approval of an Amended Site Plan for the Palms Theaters (200 NE Westgate Drive) City Planner, Melissa DeBoer, introduced the request made by Fridley Properties, LLC for an amendment to the current Site Plan. The property in question is generally located north of Hickman Road and west of NE Westgate Drive containing approximately 8.95 acres. The new site plan includes the amendments below: The Solar Arrays along the parking area south of the parking area from one array to two smaller arrays to comply with the City’s new Solar Ordinance. The trash enclosure area has also been revised to accommodate the trash haulers request for access. This eliminated the parking located on the north and south sides of the enclosure. However, these parking spots were made up for across the site. The landscaping along the south of the site is proposed to be relocated closer to NE Venture Drive so as not to interfere with the Solar Arrays.  The north access off of NE Westgate Drive is proposed to be adjusted so that it is better aligned with NE Westgate Drive. All proposed amendments meet with requirements of the Zoning Ordinance and Staff would recommend approval subject to any remaining staff comments. Commissioner Broderick questioned what percentage of the operating power would be potentially covered by the solar Arrays. Russell Vannorsdel, a representative of the applicant, advised that the J8 Solar Arrays and the rooftop units have the potential to provide approximately 70% or more of the necessary operating power. Commissioner Tietz questioned if the theater would be storing energy. Mr. Vannorsdel advised that the theater would not be storing excess solar energy based on discussions with MidAmerican Energy. Commissioner Broderick moved to approve the amended site plan for the Palms Theater (200 NE Westgate Drive). The motion was seconded my Commissioner Hoifeldt. Ayes: Sandie, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: All proposed amendments are compliant with all applicable ordinances and policies. Construction of the theater has been ongoing and the applicant has made some amendments to the site plan and requests approval of the amendments. The amendments are discussed at further length below. PROPOSED AMENDMENTS: The proposed amendments are as follows: Addition of ground mounted solar arrays along the parking area south of the proposed building. The solar arrays are intended to help provide power to the theater. A total of two (2) solar arrays are proposed. One array is 124-feet long and the other array is 104-feet long. Each array will be 26 feet in width. Both solar arrays will be approximately 16-feet above grade at its highest point. Each array will be pitched towards the south. Elevations of the arrays are provided for your review. In early 2018, an Ordinance was adopted with the City Council to allow ground mounted solar arrays. The trash enclosure area has been revised to accommodate the trash haulers requests for access. Previously, access was to be provided on the south and west sides of the enclosure, but the trash hauler has requested access from the west and north. Grading in the area was also adjusted to accommodate a grease interceptor in the area. Parking spaces were eliminated on the north and south sides of the enclosure, but spaces were added throughout the site to make-up for the loss of these spaces. Landscape revisions are requested to change proposed species of plantings along parking lot setback areas and relocation of plantings to be closer to NE Venture Drive. Previously the plantings were directly adjacent to the parking area facing NE Venture Drive, however, due to the addition of the solar arrays the plantings need to be relocated so that they don’t interfere with the solar arrays. September 13, 2018 3 of 3 The north access off of NE Westgate Drive is proposed to be adjusted so that it is better aligned with NE Westgate Drive. This adjustment is minor in nature, but should provide better visibility for traffic entering and leaving the site. STAFF RECOMMENDATION: All proposed amendments meet with requirements of the Zoning Ordinance. At this time staff is comfortable with the site plan and would recommend approval of the amended site plan for The Palms Theatres subject to remaining staff comments.
