AGENDA ITEM:Consideration of approval of a resolution approving a site plan for I-80 West
Industrial Park Plat 2, Lot 2 (855 Interstate Parkway)
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: JM Commercial Holdings, LLC, requests approval of a site
plan to allow for the construction of two single-story office/warehouse
buildings. Each building is proposed to be 24,500 square feet in area and have
space for up to seven (7) tenants in each building. The subject property is
located south of Interstate 80 and west of R-22/Ute Avenue. The proposed
project is located within I-80 West Industrial Park.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site
Development and Building Standards Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the August 28, 2018 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for I-80 West Industrial Park Plat 2 Lot 2 [855 Interstate Parkway]
City Planner Melissa DeBoer, introduced the request for approval of a site plan as made by the
applicants, 117 Land Company, LLC. The Site Plan indicates two office/warehouse buildings on the
subject property located north of Interstate Parkway and south of I-80, containing approximately 4.51
acres.
Mrs. DeBoer advised that the two single story buildings are to be identical, each approximately 24,500
square feet in area and include a potential of seven tenant spaces each. Two trash enclosures are
proposed on the site on the east and west sides of the property, and a potential monument sign is
shown to be located just north of Interstate Parkway at the east driveway. The Site will be serviced
with all public utilities with storm water collected in area intakes and sent to the detention pond
located to the south of interstate parkway. All parking, landscaping, open space, and lighting
requirements have been met.
At this time staff recommends approval of the site plan subject to any remaining staff comments.
Commissioner Streit questioned why there were sand or oil traps on the site. Representative
for the applicant, Erin Ollendike, advised that the developer is unsure about future tenants and

would like to have the necessary precautions in place as they are warehouse buildings with
overhead doors.
Commissioner Hoifeldt moved to approve a site plan for I-80 West Industrial Park Plat 2 [855
Interstate Parkway], subject to remaining staff comments. The motion was seconded by commissioner
Broderick. Ayes: Ward, Sandie, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: All staff comments have been addressed. The site plan and
building elevations comply with all applicable ordinances and policies.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR I-80 WEST INDUSTRIAL PARK PLAT 2, LOT 2
(855 INTERSTATE PARKWAY)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for I-80 West Industrial Park Plat 2, Lot 2, subject to remaining staff comments on
August 28, 2018; AND,
WHEREAS, the Site Plan for I-80 West Industrial Park Plat 2, Lot 2 is in general conformance
with §304 – Site and Building Development Standards Ordinance of the Waukee Municipal
Code; AND,
WHEREAS, the Site Plan for I-80 West Industrial Park Plat 2, Lot 2 is in general conformance
with §301.27(A) – Landscaping and Open Space Ordinance of the Waukee Municipal Code;
AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 1st day of October, 2018 that the Site Plan for I-80 West Industrial Park Plat 2, Lot 2 is
approved.

PROJECT DESCRIPTION
The project involves the construction of two single-story, office/warehouse buildings. The buildings are to be
identical. Each building is proposed to be approximately 24,500 square feet in area and include a potential of
seven tenant spaces each.
Two trash enclosures are proposed on the site, one on the east end of the parking lot and one on the west
end of the parking lot. A potentional monument sign is shown to be located just north of Interstate Parkway
at the east driveway.
ACCESS AND PARKING
Two accesses are provided off Interstate Parkway.
A total of 98 parking spaces are required for this facility; this includes 1 space per 300 square feet of office
area, 1 space per 1,000 square feet of warehouse area, and 1 space per 2 warehouse employees. The total
amount of parking proposed is 100 spaces, including 4 accessible parking spaces. The proposed site plan meets
the parking requirements of the ordinance.
SIDEWALKS/TRAILS
A five foot wide sidewalk will be installed along Interstate Parkway with site plan improvements.
UTILITIES
This site will be serviced with all public utilities. Storm water will be collected in area intakes and taken to the
detention pond located to the south of Interstate Parkway.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 32%. The applicant has provided the required amount of plantings per the landscaping ordinance.

ELEVATIONS
The elevations of the buildings are proposed to be constructed of an insulated metal panel system in gray and
tan colors. The tan panels are horizontal and the gray are vertical. Other materials include a standing seam
metal roof and black canopies. The trash enclosures are to be constructed of stone veneer with a limestone
cap and black metal gates.
The elevations facing interior to the site will include overhead doors.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Lot 2, I-80 West Industrial Park Plat 2 subject to remaining staff
comments.
