AGENDA ITEM: Public Hearing on an ordinance to amend Chapter 306, Flood Plain
Management.
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: The City of Waukee participates in the National
Flood Insurance Program (FIRM) which is for cities that have a detailed Flood Insurance
Study issued by the Federal Emergency Management Agency (FEMA).
The City is required to maintain a floodplain management ordinance with the most current
dates of the FIRM maps referenced. FEMA has issued new flood maps with an effective date
of December 7, 2018.
The proposed ordinance is based upon a sample floodplain management ordinance provided
by the Iowa DNR and is intended to meet the minimum requirements for acceptance in the
FIRM program.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their October 9, 2018 meeting and
recommended approval:
Approval of an ordinance to amend Chapter 306 – Flood Plain management Ordinance to
update the ordinance to reflect revised flood maps
City Planner, Andy Kass, introduced the request for approval of an ordinance to amend Chapter 306 of
the Waukee City Code, as presented by Development Services Director Brad Deets.
Mr. Kass advised that the City participates in the National Flood Insurance Program which is for cities
that have a detailed Flood Insurance Study issued by the Federal Emergency management Agency.
The City is required to maintain a floodplain management ordinance with the most current dates of the
maps referenced. The Federal Emergency Management Agency has issued new flood maps with an
effective date of December 7th, 2018. The Proposed ordinance is based upon a sample floodplain
management ordinance provided by the Iowa DNR and is intended to meet the minimum requirements
for acceptance in the FIRM Program.
Commissioner Broderick questioned how the Planning staff handles development in the
Floodplain areas. Mr. Kass advised that the land can be purchased and is typically identified as
an out lot of a property in which structures are not able to be erected.

Commissioner Streit moved to approve an ordinance to amend Chapter 306- Flood Plain management
Ordinance to update the ordinance to reflect revised flood maps. Commissioner Hoifeldt seconded the
motion. Ayes: Sandie, Streit, Tietz, Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: The proposed Ordinance has been drafted to be consistent
with the model ordinance that has been prepared by the DNR. Waukee is
fortunate to not have a lot of areas that are subject to flooding, however, the
proposed ordinance as written will allow for appropriate use of the floodway
without compromising the loss of property or life.
RECOMMENDATION: Hold the Public Hearing
