(A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:31 p.m. in the Council Chambers at Waukee City Hall, 230 W. Hickman Rd.
(B) Pledge of Allegiance
(C) Roll Call – The following members were present: Mayor William F. Peard; Council Members
Anna Bergman, R. Charles Bottenberg, Courtney Clarke, Shelly Hughes, Larry R. Lyon. Absent:
None.
Also present: City Administrator Tim Moerman, Finance Director Linda Burkhart, Development
Services Director Brad Deets, Public Works Director/City Engineer Rudy Koester, Community
and Economic Development Director Dan Dutcher, Marketing and Communications Director
Summer Evans, Police Chief John Quinn, City Clerk Rebecca D. Schuett, City Attorney Steve
Brick.

(E) Agenda Approval – Council Member Bergman moved to approve the agenda; seconded by
Council Member Clarke. Results of vote: Ayes: Bergman, Bottenberg, Clarke, Hughes, Lyon.
Nays: None. Motion carried 5 – 0.
(F) Mayor’s Report – The Waukee Police Department will host “Coffee with a Cop” on 10/02.
10/07-10/13 is Fire Prevention Week. Mayor Peard will be soliciting applications from citizens
interested in serving on a board or commission.

(H) Public Hearings:
1) On an ordinance to amend Chapter 301, Zoning Ordinance, City of Waukee, Iowa, by
rezoning certain property from C-1B to R-3 and PD-1, a property known as Prairie
Crossing Plat 7– Mayor Peard opened the public hearing and asked if any written
correspondence had been received; City Clerk Schuett replied in the affirmative, referencing
a 09/21 email from Justin Wille, 480 NE Fox Run Trl., in opposition to the rezoning
application. Development Services Director Deets reviewed the zoning history of the parcel
in question. He reviewed a draft land use plan map showing the area as a mix of
commercial and residential uses. The current rezoning application requests multi-family
residential development, with a planned development overlay that would allow for increased
density to reflect the number of one-bedroom units planned for the development. In
exchange, the developer would agree to higher quality building materials. Aimee Staudt with
Knapp Properties, representing the applicant, addressed the council to respond to Mr.
Wille’s concerns regarding increased traffic, noting that residential development causes less
traffic than commercial. Council Member Bottenberg asked about the number of total units
planned for the parcel; Mr. Deets replied that the zoning would allow up to 300 units, or 27
units per acre. Council Member Bottenberg stated that he had received calls from people
concerned about the traffic volume generated by the proposed development; Mr. Deets
agreed with Ms. Staudt’s assessment that commercial development generates more traffic.
Council Member Clarke asked about the current number of rental units in Waukee; Mr.
Deets will provide a report on those statistics for the western metro area. Council Member
Clarke asked about current occupancy rates in Waukee; Mr. Deets did not have that
information. Council Member Clarke wondered about concerns from the property owner to
the north of the subject property, which is also developed as multi-family housing; Mr. Deets
noted that the property owner to the north was concerned in general with a competing
product in the area. Dickson Jensen with Jensen Group, developer of the subject parcel,
addressed the council to note that there is a demand in the current market for rental units,
otherwise developers such as himself would not be making such a substantial investment in
the product. He added that the proposed multi-family development would attract a specific

market of young professionals, most without children. Council Member Lyon stated that he
was initially apprehensive about the Jensen Group apartment complex behind Burger King
and Central Bank (Bricktowne Waukee Central) but that he now found it to be a good
product and would like to see a similar look with the proposed Prairie Crossing Plat 7
development. Council Member Hughes agreed, adding that she was initially skeptical about
Bricktowne Waukee Central but that Mr. Jensen had worked with the City then on
improvements to the plan. Knowing that Jensen Group is the developer for Prairie Crossing
Plat 7 makes Council Member Hughes confident in a positive result. Council Member Lyon
asked if Mr. Jensen was open to further discussion on how to make his proposed project
unique and iconic, such as possible boutique space on the first floor of the buildings; Mr.
Jensen replied that he was willing to discuss design with the City but that the inclusion of any
unique elements would still need to allow for affordable rental units for the target market.
2) On an application for a State Revolving Fund (SRF) loan [Southwest Area Trunk Sewer
Phase 2 and Bluestem Trunk Sewer Projects] – Mayor Peard opened the public hearing
and asked if any written correspondence had been received; City Clerk Schuett replied in the
negative. Public Works Director/City Engineer Koester briefly reviewed the projects to be
funded with the SRF loan, if the City chooses to pursue that funding option. If pursued, there
would be a review on potential environmental impacts of the project. Council Member
Clarke asked if many trees would be removed for the projects; Mr. Koester replied that there
would likely be minimal tree removal and additional plantings. No comments were made by
the public present.
(I) Public Hearing Action Items:
1) Ordinance: Consideration of approval of an ordinance to amend Chapter 301, Zoning
Ordinance, City of Waukee, Iowa, by rezoning certain property from C-1B to R-3 and
PD-1, a property known as Prairie Crossing Plat 7 [introduction; first reading]–
Council Member Lyon introduced the ordinance and moved to approve the first reading in
title only; seconded by Council Member Bergman. Results of vote: Ayes: Bergman,
Bottenberg, Clarke, Hughes, Lyon. Nays: None. Motion carried 5 – 0.
2) Resolution: Consideration of approval of a resolution approving application for a
State Revolving Fund (SRF) loan [Southwest Area Trunk Sewer Phase 2 and Bluestem
Trunk Sewer Projects] – Council Member Lyon moved to approve the resolution; seconded
by Council Member Clarke. Public Works Director/City Engineer Koester noted that an
environmental assessment would help identify natural resources and help to design a project
that would protect those resources as much as possible. Results of vote: Ayes: Bergman,
Bottenberg, Clarke, Hughes, Lyon. Nays: None. Motion carried 5 – 0. (Resolution #18-395)
J) Action Items

seconded by Council Member Lyon. Results of vote: Ayes: Bergman, Bottenberg, Clarke,

approval. Council Member Hughes asked if there was any development interest in the plat;

11) Resolution: Consideration of approval of a resolution approving a site plan for I-80
West Industrial Park Plat 2, Lot 2 (855 Interstate Parkway) – Council Member Bottenberg
moved to approve the resolution; seconded by Council Member Lyon. Development
Services Director Deets reviewed the site plan, which consists of two 25,000-square-foot flex
space buildings. Exterior elevations were shown. Council Member Clarke asked if there
were any pending leases for the space; Mr. Deets replied that he did not know but presumed
there was some interest. Council Member Lyon asked about the square footage of each
bay; Mr. Deets noted that the individual bays were approximately 4,000 square feet each.
Council Member Lyon asked if the exterior building materials had been used before by this
developer; Erin Ollendike with Civil Design Advantage (CDA), project engineer, replied that
she would need to consult the architect on the matter. Council Member Lyon expressed the
desire for more flex space available for purchase instead of lease in the community. Results
of vote: Ayes: Bergman, Bottenberg, Clarke, Hughes, Lyon. Nays: None. Motion carried 5 –

A. Call to Order – The special meeting of the Waukee City Council was called to order by City
Administrator Moerman at 5:35 p.m. at Waukee City Hall, 230 W. Hickman Rd.
Due to the absence of the mayor and mayor pro tem, Council Member Clarke moved to appoint
Council Member Bergman as presiding officer; seconded by Council Member Hughes. Results of vote:

E. Work Session:
1) Solarize Energy Program presentation – Presentation made by Matt Strawn with The Strawn
Co. and Patrick Snell with The Nature Conservancy of Iowa on a solar energy educational and
group-buy program that they plan to introduce in Waukee.
2) City Council approval of department director appointments, suspensions, terminations –
City Attorney Brick reviewed the current ordinance and asked the council what role they wanted
to play in hiring and potential disciplinary measures for department directors. After much
discussion, the council agreed to give the city administrator full authority to appoint, suspend, or
terminate department directors with the understanding that the city administrator will make the
council aware of any such actions, especially if there are any potential legal issues or concerns.
City Administrator Moerman proposed drafting a protocol on how he would keep the council
aware of such actions related to department directors.
3) City Council Rules of Procedure updates – City Clerk Schuett and City Attorney Brick reviewed
the proposed updated rules, specifically related to Open Forum and Motions to Reconsider.
4) 2018-2019 Strategic Plan: Kettlestone Trail Master Plan review – Development Services
Director Deets reviewed the phasing and timing of Kettlestone Trail projects.
5) Intersection roundabouts follow-up – Public Works Director/City Engineer Koester noted future
intersections where roundabouts are proposed (NW 6th St. and NW Sunrise Dr., NW 4th St. and
NW Sunrise Dr., NW 4th St. and an unnamed street), all adjacent to the second Waukee High
School. He also shared accident and injury data before and after the installation of a roundabout
near the high school in Johnston.

6) Sanitary sewer system review – Public Works Director/City Engineer Koester gave a brief
overview of sanitary sewer projects constructed or extended over the last 2-3 years, including
project costs and anticipated valuation, taxes, and connection fees related to development.
7) Alice’s Road Corridor construction update – Public Works Director/City Engineer Koester
cited weather delays and shared an updated construction schedule for the project.
8) Westown Parkway speed limit discussion – Public Works Director/City Engineer Koester
stated that, following the results of a traffic study, City staff recommends a 35 mph speed limit on
SE Westown Pkwy. from Grand Prairie Pkwy. west to SE L.A. Grant Pkwy., with a 25 mph school
zone near South Middle School.
9) Waukee Dog Park operations/permitting review – Parks and Recreation Director Jermier
reviewed proposed rules, membership rates, and communications efforts for the Waukee Dog
Park.
10) Flood plain map updates – Development Services Director Deets noted that the Federal
Emergency Management Agency (FEMA) has updated flood plain maps; therefore, the City must
adopt those updated maps to remain compliant with the National Flood Insurance Program.
11) 2018-2019 Strategic Plan: 2019 Legislative Strategy – City Administrator Moerman reviewed a
proposed strategy and timeline.
12) FY2020 Budget Directives – Finance Director Burkhart shared the proposed directives and
budget calendar. There was some council discussion on a potential tax levy reduction.
13) FY2020 City Contributions – City Administrator Moerman reviewed past contributions and
asked the council for direction on FY2020 funding levels and any other entities to consider.
Council Member Bergman suggested Drew’s Crew for potential funding.
14) Prairie Crossing Plat 7 apartments discussion – Council Member Lyon reported that he had
met with Dickson Jensen of The Jensen Group earlier in the week, noting that Mr. Jensen was
open to working with the City to create a unique multi-family product. Council Member Lyon
suggested creating a vision for the development of the remaining Knapp Properties parcel.
Council Member Clarke agreed that she would like to see an integrated, cohesive development
plan for the area. Development Services Director Deets replied that Knapp Properties has such a
development plan already in place.
15) Goal setting process and format – Council Member Lyon asked that this item be postponed to
the November work session.
16) Utility pedestals – Council Member Lyon suggested mandating a certain style of utility pedestal
through Waukee and requiring their regular upkeep. Public Works Director/City Engineer Koester
responded that the City contacts utility companies whenever a damaged utility pedestal is
discovered. He added that no other cities in the Des Moines metro require a particular style of
pedestal.
17) Centennial Park enclosed shelter – Council Member Lyon noted the bad shape of the current
shelter and asked if there were any plans for improvement; Parks and Recreation Director
Jermier answered that the entire SW corner of Centennial Park, including the enclosed shelter,
was planned for improvement in 2021 using Local Option Sales Tax revenues. The current
shelter is being maintained to keep it usable.
18) High School square-mile visioning – Council Member Lyon asked that this item be removed
from the agenda.
19) Visioning trip – Council Member Lyon suggested a trip for council and City staff to a progressive
city. There was much interest among the other council members in such a trip.
20) Council meeting start times – Council Member Lyon emphasized the importance of starting
council meetings at the time posted, as long as a council quorum is present.
F. Comments – Council Member Clarke requested the inclusion of reviews of internal controls and the
environmental impact process on the November work session agenda.
