AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Culver’s
(455 E. Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Culver’s of Urbandale, requests approval of a site plan to
allow for the construction of a single-story Culver’s restaurant. The proposed
building is 4,100 square feet in area. A drive-thru window is proposed on the
east side of the building. An outdoor seating area is proposed on the southwest
side of the building. The site plan also identifies a sidewalk connection to the
Raccoon River Valley Trail. The subject property is located north of Hickman
Road and west of NE Westgate Drive.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site
Development and Building Standards Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the October 9, 2018 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Culver’s (455 E. Hickman Road)
City Planner, Andy Kass, introduced the request for approval of a Site Plan for a restaurant as made by
the applicant, Culver’s of Urbandale. The property is located north of Hickman Road and west of NE
Westgate Drive, containing approximately 1.35 acres.
Mr. Kass advised that the project would include construction of a one-story restaurant 4,100 square
feet in area with a drive thru and outdoor seating. Access to the project would be off of the private
street NE Venture Drive, and a pedestrian connection to the Raccoon River Valley Trail along
Hickman Road on the south of the development. All public utilities are available to be extended to the
development, and storm water will be detained in the northeast corner of the site in a pond that is to be
owned and maintained by the property owner. All parking, landscape, and open space requirements
have been met at this time, however the applicant is still working with City Staff to bring the
Photometric Plan into conformance with the site plan ordinance.
Staff recommends approval of the site plan for Culver’s subject to remaining staff comments.

Commissioner Tietz questioned if the detention pond would serve the other lots in the
development. Mr. Kass advised that this pond was just for this development, all other lots will
need to provide their own detention.
Commissioner Broderick questioned if the landscaping at the exit point of the drive thru would
be blocking the view of those exiting. Mr. Kass advised that, generally, the landscaping in this
area would be over story trees, but that he would make sure it wasn’t landscaping that would
cause a hazard.
Commissioner Sandie moved to approve the Site Plan for Culvers (455 E. Hickman Road) subject to
any remaining staff comments. Commissioner Streit seconded the motion. Ayes: Sandie, Streit, Tietz,
Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: The site plan and building elevations comply with all
applicable ordinances and policies.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR CULVER’S (455 E. HICKMAN ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Culver’s, subject to remaining staff comments on October 9, 2018; AND,
WHEREAS, the Site Plan for Culver’s is in general conformance with §304 – Site and Building
Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Culver’s is in general conformance with §301.27(A) –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 15th day of October, 2018 that the Site Plan for Culver’s is approved.

HISTORY
The proposed project is located within the Fridley Palms development that is associated with the Palms
Theatre that is currently under construction. The subject property is also being replatted to slightly smaller lot
than the current lot area in the related preliminary plat and final plat requests for Fridley Palms Plat 2. The lot
is located north of Hickman Road and west of NE Westgate Drive.
PROJECT DESCRIPTION
The site plan identifies the construction of a 4,100 square foot Culver’s restaurant. The proposed building is
one story with an overall height of 23-feet. A drive-thru window is proposed on the west side of the building
facing NE Westgate Drive. An outdoor seating area is included on the southwest side of the building. Menu
boards and ordering station will be located on the south side of the building. In addition to the proposed
building the site plan identifies the proposed trash enclosure on the north side of the building.
ACCESS AND PARKING
Access to the property will be provided on the north side of the site off of NE Venture Drive. Pedestrian
access is provided on the south side with a connection to the Raccoon River Valley Trail along Hickman Road
and on the north side from NE Venture Drive.
A total of 62 parking spaces are required for the site and the site plan identifies a total of 62 parking spaces.
SIDEWALKS/TRAILS
A 5-foot-wide sidewalk will be constructed along the north side of NE Venture Drive as part of the
improvements to the site. An 8-foot wide trail will be constructed along the east side of the site as part of the
overall improvements associated with the Palms Theatre.
UTILITIES
Utilities exist in the area around the lot and minor extensions will be required to provide sanitary sewer to
the lot. Water service is already available. Storm water detention will be provided in the northeast corner of
the site. The pond will be owned and maintained by the property owner.

LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 34.18%. The plantings shown on the landscape plan meet the minimum requirements of the
Landscape & Open Space Ordinance. No landscape buffers are required.
ELEVATIONS
The building is proposed to include glazing, cultured stone, fiber cement paneling, steel awnings, and EIFS. The
trash enclosure will incorporate the same stone that is proposed on the building. Proposed elevations are
attached for your review. The proposed materials and elevations meet the requirements of the Site Plan
Ordinance.
PHOTOMETRIC PLAN
The site plan includes a photometric plan for the proposed site lighting. Minor adjustments to the photometric
plan are required and staff is working with the applicant to address the remaining comments related to the lighting
plan.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Culver’s subject to remaining staff comments.
