Crest Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 26.95-acre subdivision located west of 10th Street
and south of Hickman Road. The proposed final plat includes a total of
32 lots for single family residential development. Two outlots are also
included within the plat and are intended for future townhome
development. All lots meet or exceed the R-2/PD-1 zoning district
requirements. Access to the development is provided via 10th Street and
Locust Street.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on September 25,
2018 and recommended approval:
Approval of a Final Plat for Spring Crest Plat 3
City Planner, Andy Kass, introduced the request made by the applicant Spring Crest Partners,
LLC for approval of a final plat for a residential subdivision. The subject property is generally
located south of Hickman road and west of 10th street, containing approximately 26.95 acres.
Mr. Kass advised that this is the third phase of the Spring Crest development and indicates 32
single family lots and an out lot for future townhome development to be platted at the time of
development. Several streets have been or will be extended, most notably 10th street is required to
be completed before any development work can start on the project. 5-foot-wide sidewalks will
be constructed throughout the development and 10-foot-wide trails will be constructed along lots
1 and 32. All public utilities have been extended throughout the plat and storm water will be
collected in a detention pond to the south of the development.
At this time staff recommends approval of the final plat for Spring Crest Plat 2 subject to
remaining staff comments, review of the legal documents, and completion of public
improvements.
Commissioner Hoifeldt questioned what the status of 10th street was. Mr. Kass advised
that the Spring Crest development is just finishing their portion and the Deery project to

the north will have it completed by the end of October. No construction is allowed on
plats 3 and 4 until the full street is complete.
Commissioner ward questioned who would be in charge of developing 11th street. Mr.
Kass advised that the developer of the west part of the Deery property would be in charge
of bringing 11th street to Hickman and Spring Crest is responsible for the portion that
goes through their plats.
Commissioner Tietz questioned what the proposed pond on the north end of the property
was. Mr. Kass advised that it is proposed future detention for the townhome project.
Commissioner Broderick moved to approve a Final Plat for Spring Crest Plat 3 subject to any
staff comments, legal documents, and completion of the public improvements. Commissioner
Sandie seconded the motion. Ayes: Ward, Sandie, Tietz, Broderick, and Hoifeldt. Nays: None.
Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the R-2/PD-1 Zoning District and the
comprehensive plan.
RECOMMENDATION: Staff recommends approval of the Final Plat for Spring Crest Plat 3.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, SPRING CREST PARTNERS, LLC, has requested final approval of Spring Crest Plat 3
(the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on September 25, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Spring Crest Plat 3 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
5th day of November, 2018, that the Final Plat for Spring Crest Plat 3 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B, C, D);
2. Public Sanitary Sewer Easement;
3. Drainage Easement;
4. Public Storm Sewer Easement;
5. Public Drainage & Storm Sewer Easement;

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 32 lots for single family residential development. The lots were rezoned in 2017 to
allow for reduced lot widths, lot square footages, and side yard setback to allow for smaller lot single family
development. Table 1 below summarizes the bulk regulations applicable to these lots. All proposed lots meet or exceed
the minimum lot width of 55 feet. The lots range in size from 7,455 square feet to 16,592 square feet. Landscape buffers
will be required along the east sides of Lots 1 and 32.

In addition to the single family lots the final plat includes one outlot, Outlot Y, which is 9.50 acres in area and zoned for
townhome/rowhome development. Prior to development of Outlot Y a site plan and a new final plat will need to be
approved by the Planning & Zoning Commission.

STREETS AND TRAIL
As part of the public improvements, the developer has constructed an extension of Locust Street and constructed
portions of two new streets, 10th Street and 11th Street.
10-foot wide trails will be constructed along the east sides of Lots 1 and 32 when the lots develop. Five-foot wide
sidewalks will be constructed throughout the rest of the plat as each lot develops.
UTILITIES
Utilities have been extended throughout the plat. Storm water in this plat will be collected in a detention pond to the
south that was constructed as part of the Spring Crest Plat 2 improvements.
PARKLAND
Parkland dedication will be satisfied with the dedication of a 5.15-acre parcel to the south that will be dedicated with
Spring Crest Plat 4.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Spring Crest Plat 3 subject to remaining staff comments, review of the
legal documents, and completion of public improvements.
