AGENDA ITEM:Consideration of approval of a resolution approving 2019 legislative priorities

SYNOPSIS INCLUDING PRO & CON: the City has an interest in several important issues that
will be considered by the 2019 Iowa state legislature that impact the City’s
ability to meet the needs of a growing community and to operate efficiently.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: The City Administrator recommends approval of the
legislative priorities.
RECOMMENDATION: Approve the resolution.

THE CITY OF WAUKEE, IOWA
RESOLUTION 18-
APPROVING 2019 LEGISLATIVE PRIORITIES
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City has an interest in several important issues that will be considered by the 2019
Iowa state legislature; AND,
WHEREAS, these issues impact the City’s ability to meet the needs of a growing community and to
operate efficiently, AND,
WHEREAS, the Waukee City Council establishes the following 2019 legislative priorities:
1.Preserve the tools which give the City the ability to manage and finance growth through the use
of urban renewal districts.
2.Ensure that the commercial and industrial property taxes are fully backfilled each year.
3.Retain State of Iowa economic development incentive programs.
4.Address the negative financial impact on the City from the existing multi-family housing
rollback provisions.
5.Preserve the use of lease-purchase alternatives for the construction of City facilities.
6.Maintain funding sources from the State of Iowa for local infrastructure projects.
7.Protect options for holding referendums throughout the year.
8.Preserve the ability for the City to make decisions at a local level that is consistent with the
spirit of Home Rule.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 19th
day of November, 2018, that it hereby approves the 2019 legislative priorities.
