HomeMy WebLinkAbout2018-11-19-J01zDD Discontinuance of Downtown Design Committee AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: November 19, 2018 AGENDA ITEM: Consideration of approval of a resolution discontinuing the Downtown Design Committee FORMAT: Motion SYNOPSIS INCLUDING PRO & CON: The Downtown Design Committee was established for purposes of reviewing and making a recommendation to the City Council on the downtown design guidelines as well as to establish and review applications related to the Façade Improvement Program established by the City. Work on the Design Guidelines as well as façade improvement applications has been sporadic and less frequent over the last several years and it would be staff’s position to disband the Committee for the time being. Staff will continue to review façade improvement applications and will make recommendations to the City Council for funding those applications based upon the merits and consistency with the Downtown Design Guidelines. This will also allow for the process from grant submittal to grant approval to be expedited. Proposed Resolution PREPARED BY: Brad Deets, Development Services Director REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: J1DD THE CITY OF WAUKEE, IOWA RESOLUTION 18-____________ RESOLUTION DISCONTINUING THE DOWNTOWN DESIGN COMMITTEE IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the downtown design committee was created to assist in the development and implementation of the downtown design guidelines, as well as the help formulate the downtown façade improvement program which provided potential funding for individual building enhancement projects in the downtown business district area; AND, WHEREAS, the downtown design committee undertook a significant amount of work in aiding the City in the development and implementation of the downtown design guidelines which were adopted by the City on October 24, 2011 (Resolution No. 11-202); AND WHEREAS, the committee was also actively involved in the development of the downtown facade improvement program adopted by the City on March 5, 2012 (Resolution No. 12-50); AND WHEREAS, the downtown design committee has assisted the City in reviewing applications submitted in connection with participation in the downtown façade improvement program, however their work has been sporadic and less frequent leading the committee members and staff to conclude that applications submitted under the downtown façade improvement program can be reviewed and processed more efficiently by City Staff; AND WHEREAS, the downtown façade improvement program has been amended to provide for the review and processing of application under the downtown façade improvement program to be handled by City Staff and the committee is no longer needed. NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council that the committee established in Resolution No. 10-138 and appointed in by Resolution No. 10-139 is hereby discontinued.
