AGENDA ITEM: Consideration of approval of a resolution approving final plat for The Reserve
at Daybreak Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The final plat consists of a total of 29 single family lots
and is located on approximately 28.22 acres west of R-22 and generally north of Ashworth Road. In
addition to the single family lots, there is an approximately 3.3 acre outlot that will be dedicated to the
City for parkland development. It is intended that long term there will be a greenbelt trail system
through this area of the City which will meander through the proposed parkland area.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request at their meeting on November 13, 2018 and
recommended approval:
Approval of a Final Plat for the Reserve at Daybreak Plat 1
City Planner, Melissa DeBoer, introduced the request for approval of a Final plat for Single Family development,
as submitted by the applicant Reserve at Daybreak, LLC. The subject property is generally located north of
Ashworth Road and East of Ute Ave, containing approximately 28 acres. The Final plat indicates a total of 29
Single family lots ranging in size from 15,000 square feet to 200,000 square feet, and shows an Out Lot labeled
‘X’ that is tied to lot 7 as it resides within a flood plain. Sunflower Drive will be extended through the plat, and
new streets, Belmont Drive and Century Circle are to be constructed. All publi c utilities will be extended to the
site and storm water management will be handled by detention ponds to the east of the development. Parkland
dedication is satisfied with a 3.36 acre parcel on the north side of the proposed plat.
At this time staff recommends approval of the final plat for The Reserve at Daybreak Plat 1 subject to remaining
staff comments, review of the legal documents, and completion of public improvements.
Commissioner Hoifeldt asked for a rundown of the plats that have been approved in the Daybreak
development. City Staff explained the plats that are currently being built on or have been approved for
building, and the plats that must be completed prior to further expansion of the Reserve at Daybreak
development for emergency access.
Commissioner Tietz questioned if the citizen water complaints in the surrounding area had been
addressed. City Staff advised that no further complaints had been expressed after staff worked with the
citizens and developers to come to an agreement regarding the stormwater management of the
development.
Commissioner Hoifeldt made a motion to approve the Final Plat for the Reserve at Daybreak Plat 1 subject to
any remaining staff comments, review of the legal documents, and completion of public improvements . The
motion was seconded by commissioner Tietz. Ayes: Sandie, Tietz, Hoifeldt, and Koshy. Nays: None. Motion
Carries.

STAFF REVIEW AND COMMENT: The public improvements are nearly complete and a cash
bond will be provided for the outstanding public improvements.
RECOMMENDATION: Staff would recommend approval of the Resolution.

APPROVING THE FINAL PLAT FOR THE RESERVE AT DAYBREAK PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, THE RESERVE AT DAYBREAK, L.L.C., has requested final approval of The Reserve
at Daybreak Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 13, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Reserve at Daybreak Plat 1 and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of November, 2018, that the Final Plat for The Reserve at Daybreak Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A and B);
2. Warranty Deed (Outlot Z);
3. Public Sanitary Sewer Easement;
4. Public Overland Flowage Easement;
5. Public Storm Sewer Easement;
6. Public Utility Easement;
7. Snow Storage Easement;
8. Storm Water Management Facility Maintenance Covenant and Permanent Easement;
9. Public Storm Sewer Easement (offsite);
10. Detention Easement (offsite);
11. Public Water Main Easement (offsite);

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 29 lots for single family residential development. Table 1 below summarizes the bulk
regulations applicable to these lots. All proposed lots meet or exceed the minimum lot width of 80 feet. The lots range
in size from 15,464 square feet to 207,434 square feet.

In addition to the single family lots the final plat includes three outlots, Outlot X, Outlot Y, and Outlot Z. Outlot X,
measuring 29,445 square feet in area, is within the floodplain and will be owned and maintained by the owner of Lot 7.
Outlot Y, measuring 2,863 square feet in area, is proposed for future development and will be re-platted as a lot with
The Reserve at Daybreak Plat 3, located to the east. Outlot Z, containing approximately 3.36 acres, will be deeded to
the City of Waukee for parkland.
STREETS AND TRAIL
As part of the public improvements, the developer has constructed an extension of Sunflower Drive. Two new streets
are included with this plat, Belmont Boulevard and Century Circle. Five-foot wide sidewalks will be constructed along
both sides of the streets throughout the plat with individual lot development.

UTILITIES
Utilities have been extended throughout the plat. Sanitary is provided through the recently constructed sanitary sewer
main, located to the east of the proposed plat. Water main has been extended from the south. Storm water in this plat
will eventually outlet to the creek located to the north of this plat. A large detention basin has been provided on the
east side of the plat, within several lots, in order to slow down the flow of water that is outletting on to the pro perties
located to the east.
PARKLAND
Parkland dedication will be satisfied with the dedication of the 3.36-acre parcel at the north side of the proposed plat.
An access to the parkland is being provided at the east end of Century Circle.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for The Reserve at Daybreak Plat 1 subject to remaining staff comments,
review of the legal documents, and completion of public improvements.
