AGENDA ITEM: Consideration of approval of a resolution approving final plat for Morgan
Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 639-acre subdivision located north of Hickman
Road and between S Avenue and T Avenue. The proposed final plat
includes a total of three (3) lots to be utilized for the development of a
data center and electrical substations. Three (3) outlots are also included
within the plat and are intended for future phases of the proposed data
center. All lots meet or exceed the M-1/PD-1 zoning district
requirements.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on November 13,
2018 and recommended approval:
Approval of a Final Plat for Morgan Plat 1
City Planner, Andy Kass, introduced the request for approval of a final plat for development of a
data center as submitted by the applicant, Apple Inc. The Subject property is located north of
Hickman Road and between S avenue and T avenue. Mr. Kass explained that the approximately
640 acres in area parcel had been annexed in 2017 and a grading package approved for the first
phase. The Final Plat outlines the 3 lots to be used for the first phase of the data center project and
2 separate Mid American Substations. The remaining property is held in 3 out lots until future
development of the site. All public utilities will be run to the site, with stormwater being detained
in smaller ponds through-out the site which will be owned and maintained by Apple.
At this time staff recommends approval of the final plat, subject to any remaining staff comments,
as it is in general conformance with the subdivision ordinance and the Waukee Standard
Specifications for Public Improvements.
Commissioner Tietz asked for an update regarding some easements that go under the trail. A
representative for the applicant, Gary Reid, advised that his firm has been working with the
Dallas County Conservation Board to approve a storm sewer easement under the Raccoon River
Valley Trail to the south of the property until it eventually drains to the storm drains of Highway
Six. This solution for the storm sewer has been approved.

Commissioner Hoifeldt made a motion to approve a Final Plat for Morgan Plat 1. Commissioner
Tietz seconded the motion. Ayes: Sandie, Tietz, Hoifeldt, and Koshy. Nays: None. Motion
Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the M-1/PD-1 Zoning District, the
Subdivision Ordinance, and the Comprehensive Plan.
RECOMMENDATION: Staff recommends approval of the Final Plat for Morgan Plat 1.

APPROVING THE FINAL PLAT FOR MORGAN PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, APPLE, INC., has requested final approval of Morgan Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 13, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Morgan Plat 1 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
19th day of November, 2018, that the Final Plat for Morgan Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lots A, B, C);
2. Public Sanitary Sewer Easement;
3. Public Water Main Easement;
4. Public Utility Easement;
5. Public Gas & Water Main Easement;
6. Landscape Buffer Easement; and
7. Storm Water Detention Easement

HISTORY
The subject property is located north of Hickman Road and between T Avenue and S Avenue. The property was
annexed into the City of Waukee and rezoned in 2017. Apple, Inc., purchased the property and much of the
surrounding property with the intent to develop a data center. The proposed final plat is the first step in the overall
development of the data center. Prior to development of the site the applicant will be required to submit detailed site
plans and architectural drawings for review and approval.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of three (3) lots. Lot 1, located on the west side of the property is 263.69 acres in area
and is intended for the development of the first phase of the data center. Lot 2, located in the center of the property is
24.34 acres in area and is intended to be utilized for the development of a substation that MidAmerican Energy will
construct to service the needs of the data center. Lot 3, located on the south side of the property is 2.49 acres in area
and will also be utilized by MidAmerican Energy for the development of a substation to serve the needs of the general
public. All lots are subject to the bulk regulations set forth in the Planned Development Agreement that was approved
as part of the rezoning of the property. Table 1 below outlines the required bulk regulations.

In addition to Lots 1, 2, and 3, the final plat identifies three (3) outlots. Outlot Y, located on the north side of the
property is 54.45 acres in area and is intended for future phases of the data center. Outlot Z, located on the east side of

the property is 257.07 acres in area and is intended for future phases of the data center. Outlot X, located on the south
side of the property is 16.87 acres in area and is intended for future phases of the data center. Prior to any future
development Outlots X, Y, and Z will need to be platted as buildable lots.
UTILITIES
The applicant will be required to extend sanitary sewer and water main to the property as part of the initial plat
improvements. From T Avenue the applicant will extend a 24-inch sanitary sewer main and a 20-inch water main along
the south side of the property to S Avenue. In the future an extension of sanitary sewer and water main will be required
along S Avenue. In addition, water main will be required to be extended along 280th Place and T Avenue in the future.
Storm water management will be handled internally to the site through number of ponds. All ponds will be wet bottom
ponds. Apple, Inc. will be responsible for the maintenance of all detention ponds.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance and the Planned Development Agreement.
The final plat is in general conformance with the Subdivision Ordinance and the Waukee Standard Specifications for
Public Improvements. Staff recommends approval of the final plat for Morgan Plat 1 subject to remaining staff comments.
