AGENDA ITEM:Consideration of approval of a resolution rejecting bids [Northwest Area
Water Main Chloramination Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The City of Waukee received bids until 2pm on
December 12, 2018 for this project. A total of one bid was received in the amount of
$1,696,900.00. The engineer’s estimate for this project was $1,100,000.00.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The one bid received is
approximately 54.3% over the engineer’s estimate.
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: After review of the bid received and the project scope,
staff discussed options to scale the project down to reduce construction costs. City staff
determined modifications to the project scope can occur in a short time to allow for reduced
construction costs, allowing for the project to be bid again in mid-January 2019. By bidding in
January 2019, this still allows for an operational Chloramination facility by the beginning of June
2019, which was the original completion date.
RECOMMENDATION: Reject all bids and set a new bid date for January 16, 2019.

RESOLUTION REJECTING BIDS FOR THE NORTHWEST
AREA WATER MAIN CHLORAMINATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE,
STATE OF IOWA:
WHEREAS, on the 20th day of November, 2018, plans, specifications, form of contract
and estimate of cost were filed with the Clerk for the construction of certain public
improvements described in general as the Northwest Area Water Main Chloramination;
WHEREAS, on November 5, 2018. the Council determined that it was necessary and
advisable to construct certain public improvements described in general as the Northwest Area
Water Main Chloramination;
WHEREAS, notice of hearing on plans, specifications, form of contract and estimate of
cost for the public improvements was published as required by law;
WHEREAS, on December 12, 2018, the date fixed as the date for receiving bids, the only
bid submitted exceeded the engineer’s estimate of cost; and
WHEREAS, the Council has determined it is in the best interest of the City to reject the
bid.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WAUKEE, STATE OF IOWA:
Section 1. That the bid received for the construction of certain public improvements
described in general as construction of the Northwest Area Water Main Chloramination, be and
is hereby rejected.
