Knapp Properties Inc., is requesting approval of a final plat for an approximately 23.18-acre commercial subdivision located north of Hickman Road and east of NE Westgate Drive. The proposed final plat includes a total of four (4) lots for commercial development. These lots range in size from 1.11 acres to 2.28 acres. The remaining portion of the property has been identified as two (2) outlots for future commercial development. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on November 13, 2018 and recommended approval: Approval of a Final Plat for Prairie Crossing Plat 7 City Planner, Melissa DeBoer, introduced the request for approval of a final plat for commercial development as submitted by the applicant, Alice’s LC. The subject property is located north of Hickman Road and East of NE Westagate Drive containing approximately 23.18 acres. The final plat indicates 4 commercial lots and two outlots that are proposed for future commercial development and are subject to replatting as necessary. Access is provided off of Hickman Road, NE Westgate Drive, and a private drive interior to the plat located between lots 3 and 4. All public utilities will be extended throughout the plat with storm water detention provided in the existing detention basin located on the property to the north of the site. At this time staff recommends approval of the final plat for Prairie Crossing Plat 7 subject to remaining staff comments, review of the legal documents, and completion of public improvements. Commissioner Hoifeldt made a motion to approve the final plat for Prairie Crossing Plat 7 subject to remaining staff comments, review of the legal documents, and completion of public improvements. Commissioner Koshy seconded the motion. Ayes: Sandie, Tietz, Hoifeldt, and Koshy. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the C-1B Zoning District, the Subdivision Ordinance, and the Comprehensive Plan. This property is currently vacant, undeveloped land. PROJECT DESCRIPTION LOTS The final plat identifies a total of 4 lots for commercial development. These lots range in size from 1.11 acres to 2.28 acres. As there are no minimums for lot area and lot width for the C-1B zoning district, all proposed lots are meeting the requirements of the C-1B (Large Scale Commercial) zoning district. Table 1 below summarizes the bulk regulations for the C-1B zoning district. Outlot Y is 4.05 acres in area and Outlot Z is 13.10 acres in development. These outlots are proposed for future commercial development and will be re-platted as necessary with future development. November 6, 2018 3 of 3 STREETS AND SIDEWALKS Two new accesses are proposed to this development. One access will include a right-in right-out access off of Hickman Road and the second access is provided off of NE Westgate Drive. This access will be a full access and aligns with NE Venture Drive to the west. A private drive interior to the plat is proposed between lots 3 and 4. Five foot wide sidewalks are proposed along the south side of NE Venture Drive. These sidewalks will be installed with individual lot development. EASEMENTS Several easements are proposed within the plat based upon the location of proposed utilities. Ingress/egress is provided through a blanket easement for the entire development. UTILITIES Utilities will be extended throughout the plat. Sanitary sewer service will be provided from the 10” sanitary sewer main located along NE Westgate Drive. Water main will be extended from the existing 12” water main located to the east of the proposed plat, along NE Venture Drive. Storm sewer will be provided throughout the plat and stormwater will be detained in the existing detention basin located on the property to the north of this site. PARKLAND Parkland dedication is not required for commercial developments.
