AGENDA ITEM: Consideration of approval of a resolution approving final plat for
Kettlestone Ridge Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 3.71-acre subdivision located east of SE L.A. Grant
Parkway and south of SE Tallgrass Lane. The proposed final plat
includes a total of 10 lots for single family residential development.
Access to the development is provided via SE Willowbrook Drive.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on November 13,
2018 and recommended approval:
Approval of a Final Plat for Kettlestone Ridge Plat 3
Senior Planner Andy Kass, introduced the request of a Final Plat for single family development as
submitted by the applicant, Jerry’s Homes. The Subject property is approximately 3.71 acres in
area, located north of Ashworth Road and east of L.A. Grant par kway. This plat is the third phase
of the Kettlestone Ridge development and contains a total of 10 lots zoned as R-2 with no
additional Planned Development. All lots range between 10,000 square feet to 16,000 square feet
in size, and may require Street Trees if they have a right of way located adjacent to SE Esker
Ridge Drive.
Mr. Kass explained that Sidewalks are proposed on either side of public streets, and the
development would include extensions of both SE Willowbrook Drive, and SE Esker Ridge
Drive. Storm water management is located to the north and west of the development. Public
utilities are available to the site, and parkland dedication was satisfied with a 1.67 acre parcel
within Kettlestone Ridge Plat 1.
At this time staff recommends approval of the final plat for Kettlestone Ridge plat 3 subject to
remaining staff comments, review of the legal documents, and completion of public
improvements.
Commissioner Tietz questioned what is north of this development. Mr. Kass advised that
north of the development is SE Tallgrass lane, and more residential development.

Commissioner Hoifeldt questioned if the one lot that is set to require Street trees in this
development would still be buildable as it looked to be an odd shape. Mr. Kass advised
that yes, it had been checked to make sure it was buildable.
Commissioner Koshy questioned if a street was set to go through the sliver of ground to
connect to SE Ashworth Road. Mr. Kass advised that at this time, the applicant did not
own a wide enough swath of ground to build that connection. Land would need to be
acquired to the east or west in order to build that access point. If nothing changes there
are still two access points from the north and west of the development and a long term
access to the east for emergency service access.
Commissioner Hoifeldt made a motion to approve the Final Plat for Kettlestone Ridge Plat 3
subject to remaining comments, review of legal documents, and completion of public
improvements. Commissioner Koshy seconded the motion. Ayes: Sandie, Tietz, Hoifeldt, and
Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the R-2 Zoning District and the
comprehensive plan.
RECOMMENDATION: Staff recommends approval of the Final Plat for Kettlestone Ridge
Plat 3.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, JERRY’S HOMES, has requested final approval of Kettlestone Ridge Plat 3 (the “Plat”);
AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on November 13, 2018, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Kettlestone Ridge Plat 3 and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
17th day of December, 2018, that the Final Plat for Kettlestone Ridge Plat 3 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Street Lot A);
2. Public Sanitary Sewer Easement;
3. Public Utility Easement;
4. Public Storm Sewer Easement and;
5. Public Overland Flowage Easement

HISTORY
This is the third phase of the Kettlestone Ridge development that began in 2015. The developer, Jerry’s Homes, Inc.,
has platted a total of 33 lots in the previous two phases of the development. The preliminary plat indicated a total of 156
lots to be developed over the course of five phases.
PROJECT DESCRIPTION
LOTS
The final plat identifies a total of 10 lots. All planned lots are intended for single family residential development and meet
the minimum requirements of the R-2 zoning district. The lots range in size from 10,841 square feet to 16,364 square
feet. The lots widths range from 65 feet to 120 feet. Table 1 lists the minimum requirements for the R-2 zoning district.

STREETS AND TRAIL
As part of the public improvements the developer has installed extensions of SE Willowbrook Drive and SE Esker Ridge
Drive. No trails are planned within the plat. Five-foot-wide sidewalks will be installed as each lot develops.
UTILITIES
Utilities have been extended throughout the plat. Each lot will be served by public water, sanitary sewer, and storm
sewer. Storm water detention is provided for in detention basins to the north or future basins to the west.

PARKLAND
Parkland dedication was satisfied in Kettlestone Ridge Plat 1 with the dedication of a 1.67-acre parcel for future park
development and the construction of a trail in the rear yard of lots north of SE Tallgrass Lane within Plat 1.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Kettlestone Ridge Plat 3 subject to remaining staff comments, review of
the legal documents, and completion of public improvements.
